The Communications and Technology Manager plays a crucial dual role in overseeing both general government IT operations and the Emergency Communications Center (ECC). This position requires a comprehensive background in information technology and a thorough understanding of public safety communication systems, including P25 radio systems. The manager will lead operational strategies, manage key IT projects, oversee contract management, and ensure effective coordination between general IT services and emergency communications to maintain seamless service delivery and operational readiness. This role closely coordinates with and reports directly to the Assistant County Administrator.

**ESSENTIAL JOB FUNCTIONS**:

- Develop and execute strategic IT projects aimed at enhancing the county’s general IT and communications infrastructure, aligning technological solutions with strategic county objectives while ensuring compliance with regulatory standards.
- Lead and manage ECC support initiatives, improving operational capabilities to ensure robust emergency response and communication systems are effective and reliable.
- Oversee the integration and upgrade of technology systems, including network infrastructure, server management, and P25 radio communication systems, ensuring they meet the needs of both general government operations and emergency services.
- Assists in preparing and administering the budget for the County Information Technology Services in the general fund. Conducts cost analysis and prepares operational reports.
- Direct the negotiation, procurement, and management of contracts with external vendors and service providers, ensuring services are cost-effective and meet the county’s operational and technological requirements.
- Provide leadership and guidance to IT and communications teams, promoting a culture of high performance, continuous improvement, and professional development.
- Develop and maintain budget, procurement, and resource allocation strategies that optimize expenditures across technology and communications infrastructures.
- Implement comprehensive disaster recovery and business continuity plans that ensure the ongoing functionality of both general and emergency communications systems.
- Keep abreast of technological advancements that could enhance both general government operations and emergency communication systems.
- Ensure close coordination with the Assistant County Administrator to align technology and communication strategies with broader county objectives.
- In case of an emergency or crisis situation (hurricane, flood, etc.), the position must respond/perform recovery duties as assigned by the immediate supervisor. All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.
- Maintains regular physical attendance during work hours as assigned at one of the County's offices or work facilities with the ability to work evenings, nights, and holidays as required. Required to work flexible schedules, including evenings, weekends, holidays, standby, and mandatory overtime.
