The Office of Chairwoman Nora Vargas is recruiting an experienced and outstanding professional with expertise on equity-centered public policy to serve as the Public Policy Manager for District 1.
Under the leadership of Chairwoman Vargas, and reporting to the Chief of Intergovernmental Affairs, the Public Policy Manager will strengthen a team of positive, productive, and community-minded professionals committed to supporting the Chairwoman’s strategic vision, mission and values of creating a healthier and stronger San Diego.

**Essential Job Functions**
- Produce in-depth legislative and fiscal research and analysis.
- Consult with stakeholders to gather input and build support for the Supervisors' policy agenda.
- Coordinate with County departments and staff to monitor and report on policy implementation.
- Manage cross-functional teams that include communications specialists and community organizers.
- Develop talking points, letters, briefs, factsheets and other publicly accessible communications, often on complex policy issues, in a timely manner.
- Collaborating with County departments, community leaders and other agencies to obtain data, provide analysis and convey results that support the Supervisor’s policy agenda.
- Support the Chief of Intergovernmental Affairs in all functions, including staffing meetings with County departments other governmental agencies, research and writing on public policy, reviewing current local and state policies, tracking national/state policies, and community outreach related to the assigned policy areas.
- Work closely with the Chief of Intergovernmental Affairs to effectively communicate research developments.
- Flexibility with work schedule to attend various community events, press conferences, and board hearings.
- Handle and access confidential information and protect confidentiality of the data shared with the office.

**Skills And Experience Required**
- 3-5 years of local policy and/or federal and state legislative experience.
- Proven ability to excellently manage teams and complex projects.
- Significant experience engaging with different types of stakeholders, convening tables, and advocating on behalf of underinvested communities to drive policy change.
- Proven ability to move quickly and juggle multiple simultaneous projects over short & long-time horizons.
- Intuitive understanding of the intersection between policy, communications, and community organizing.
- Excellent judgement regarding strategic policy priorities, taking into consideration the political and communications landscape.
- Excellent writer and researcher, with the ability to connect complex ideas with the lives of real people and convey complicated concepts cogently and compellingly.
- Flexible thinker, with a proven ability to quickly build substantive expertise in new areas.

**How To Apply**

The annual salary range for this position is $80,000 - $120,000. Salary will be based on experience and expertise. Additionally, compensation will include the county’s benefits for unclassified employees. Consistent with the County of San Diego’s Charter, this position is an at-will employment position.
