**Duties**:
You will serve as a Supervisory Contract Specialist responsible for providing mission critical contracting and procurement support for the Coast Guard (CG) to include enforcement of all contract terms and conditions, resolution of contract problems, evaluation and negotiation of contractor proposed changes, and other complex contract actions which assure proper performance by all parties to the contracts.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

- Performing the administrative and human resource management functions relative to the staff supervised.
- Planning, managing, directing and advising subordinates in developing pre-negotiation strategies, in conducting negotiations, and directing post award negotiations involving contract changes or modifications.
- Directing coordinative and advisory efforts with project officers to plan and develop long and short-range acquisition plans, strategies, and realistic approaches for program goals. Monitoring and evaluating all other phases of preplanning and the negotiation, administration and termination of assigned contracts.
- Analyzing cost proposals; reviewing field pricing and technical engineering reports; developing pre-award negotiation positions and justifications. Performing a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges, transportation costs, Buy American differentials, and cost of shipping Government Furnished Property to and from contractor facilities.
- Leading contract negotiations.

**Qualifications**:
You must meet all three requirements listed below; unless you are covered by an exception:
1) Completion of a 4-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

NOTE: Individuals with the legacy FAC-C at any level automatically receive the FAC-C (Professional).

NOTE: The agency may obtain a waiver for any individual not meeting the training requirements. The Coast Guard Head of the Contracting Activity must obtain the waiver from the DHS Chief Procurement Officer prior to the extension of an employment offer.

NOTE: If you are currently employed with an agency other than DHS and seeking a lateral transfer AND you were promoted to an 1102 position at or above the GS-13 level (or equivalent) after 12/31/99 based on a waiver of the agency's training requirements, you will need to be approved for another training waiver before you can be hired into a GS-1102 position at or above the GS-13 level with DHS. If you were hired into your current GS-1102-13 or higher level position, with a non-DHS agency, based on an educational waiver, you will still have to meet the educational requirements stated in Qualification Requirements #1.

In addition to meeting the basic requirements above:
GS 14: Applicants must possess at least one year specialized experience equivalent to the GS-13 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include: Directs coordinative and advisory efforts with project officers to plan and develop long and short range acquisition plans, strategies and realistic approaches for program goals. Monitor and evaluate phases of pre planning and the negotiation, administration, and termination of assigned contracts. Provide broad, general guidance on unique; controversial and sensitive issues. Reviews and clears procurement instruments of a political and particularly sensitive nature and/or those requiring a higher level of review as mandated by law or regulation. Prepares and presents briefings as required and interprets and implements procurement policies, regulations, and develops standard operating procedures.
