- Conducts individual case reviews, trends personnel performance, and analyzes overall system performance as part of a comprehensive quality management process for Manatee County’s Emergency Medical Services (EMS) System. In addition to the quality management responsibilities, this position will assist the Deputy Chief of Clinical Affairs and Professional Standards in additional Quality Management activities including, but not limited to, management of EMS Division credentialing, compliance reporting and strategy development.

Duties are performed under the general direction of the Deputy Chief of Clinical Affairs and Professional Standards with support from the Office of the Medical Director.

**Note**: FRS Retirement Class: Special Risk.

**Working Conditions**
Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. May be required to lift and carry patients weighing in excess of 250 pounds, with assistance, without causing harm or aggravating injuries to the patient. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Regularly required to drive County vehicles as part of the duties of the job. Occasional high stress situations that may involve angry or frustrated citizens.

In case of an emergency or crisis situation (hurricane, flood, etc.), the position must respond/perform recovery duties as assigned by the immediate supervisor. All employees will be required to work before, during, and/or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

Assists in the design, development, and implementation of performance improvement and quality assurance activities that meet accreditation and regulatory requirements.

Collaborates with the EMS Medical Director on issues related to patient care.

Ensures that standards, policies, and procedures are consistent with the latest professional standards and requirements as defined by regulatory agencies.

Conducts Quality Improvement Committee (QI) meetings with appropriate staff, conducts root cause analysis related to medical events and appropriately follows up regarding outcomes.

Evaluates the effectiveness of EMS treatment and equipment in emergency response, and compliance with all State, Federal, and local laws and regulations.

Ensures that Paramedics and EMT's are maintaining certifications, licenses and accreditations and are performing required patient care benchmark skills evaluations.

Monitors changes in local, state and federal regulations and establishes divisional policies and procedures to ensure compliance with applicable standards.

Performs comprehensive, concurrent, and retrospective reviews in a timely manner, using criteria developed and approved by the Medical Director while ensuring that the privacy of patient records is maintained.

Creates regular and as needed reports to provide quality improvement feedback to field providers and leadership. Provides constructive analysis of employee's actions, abilities, and provide suggestions and explanations to employees to assist in improvement.

Responds to emergency and non-emergency calls to assist and evaluate responding EMS crews. Evaluates the effectiveness of EMS treatment and equipment in emergency response, and ensures compliance with all State, Federal, and local regulations. Provides patient care including both basic and advanced life support procedures when needed.

Initiates changes in standards, policies, procedures and practice based on quality improvement review.

Assists in maintaining and updating the division's Medical Protocols. Research of best practices in the industry for comparison purposes.

Manages the internal onboarding of new EMS employees, including maintaining all internal software access rights, employee required certifications, and emergency contact information required by policy, statute, or accreditation standards. Also manages offboarding to ensure security of internal software programs and platforms.
