Under the general direction of the Director, Business Entity Collection Bureau, the Assistant Bureau Director (ABD) establishes cooperative working relationships with all levels of staff and gains support of key individuals and teams including the FTB Governance bodies and Actions Committees, internal and external task forces, and departmental work groups to ensure program accomplishments, and to effectively speak to and resolve emerging issues. The ABD is active in the Departments Governance Process as a member of Departmental Action Committees (AC) and through the sponsorship of Action Committee driven projects. The ABD is knowledgeable of the work performed throughout the ARM Division and the FTB. The Assistant Bureau Director also seeks relevant information from colleagues and staff to broaden personal understanding of stakeholders who impact and are impacted by the department and its programs or policies.
- The incumbent ABD has full management responsibility in directing a highly complex, sensitive, and high profile departmental program, and is responsible for budget planning, administering long and short term business plans, including establishing metrics to evaluate program performance, developing and recommending new collection tools, programs, policies, and procedures.
- The ABD works closely with his/her peers throughout the department and the ARM Division to ensure program consistency and that departmental goals and objectives are met. The incumbent oversees a large and/or highly complex section of the Bureau.
- The ABD collaborates with highly influential taxpayer organizations, high level managers of local, state, and national organizations to achieve business objectives and resolve issues of mutual interest. The ABD assesses environment factors and oversees the program functions to ensure flexible practices and procedures are in place to address and respond to a dynamic environment resulting from legislation, stakeholders, overseers, societal preference, and emerging technology. The incumbent is knowledgeable of the work performed throughout the FTB and ARM Division and understands the activities and processes that produce FTB's products and services.

Working Conditions

This position is eligible for remote-working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework.
