**Responsibilities**:
Incumbent serves as Director for Miami County Emergency Management, responsible for developing, administering, and maintaining emergency response procedures for the duration and aftermath of disasters within the County.

The EMA Director position is an appointive position of the Commissioners. Specific job duties and job requirements are established at the discretion of the Commissioners.

**Duties**:
Develops, implements, and updates the Comprehensive Emergency Management Plan (CEMP), defining emergency response procedures, equipment uses and allocation, emergency operations and communications centers, shelter and health care facilities, notification procedures for emergency personnel and the public, and emergency relocation data.

Coordinates public and private community resources to respond to all natural and manmade emergencies and disasters, including preventing duplication of efforts and resources and advising, collaborating, and consulting with elected, local, state, and federal officials.

Directs recovery of public and private communities to pre-disaster condition, including facilitating claims for federal disaster relief, coordinating with state and federal disaster agencies, serving as liaison between community, state, federal, and volunteer disaster programs and agencies, managing disaster budgets and expenses, and providing oversight of private case management for disaster victims.

Trains and educates public safety, elected officials, and volunteers on emergency plans and emergency preparedness techniques and develops exercises to accomplish goals and objectives of CEMP and coordinates public and private groups to complete exercises, emergency awareness drills, and training programs.

Compiles comprehensive strategic and tactical emergency or disaster plans for various hazards and risks, including bioterrorism, conducts emergency awareness speaking presentations, and distributes materials and information to various community groups and the public.

Maintains approved government offers, such as services, equipment, materials, or funds in the form of gifts, grants, or loans.

Assists local government agencies, industries, and community organizations in reviewing and updating emergency plans, including the development and coordination of public education programs, local hazardous materials programs, and industrial emergency plans.

Oversees inventory and maintenance of vehicles and equipment, including purchasing, testing, and distributing equipment, scheduling routine maintenance and minor repairs, and ensuring maintenance of related records as required.

Maintains and updates inventory of government and private personnel and material resources available for emergency situations, including identifying and correcting resource deficiencies.

Coordinates activities during declared emergencies, maintaining communication with news media, volunteers, emergency personnel, and local, state and federal authorities and coordinates field operations at emergency sites.

Assists local businesses in mitigating hazards to their business environment, including seeking and obtaining mitigation grants and overseeing mitigation projects.

Prepares and reports Department activities to Emergency Management Advisory Council. Conducts damage assessments of disaster affected areas with follow-up activities.

Provides testimony in court and legal proceedings as required. Attends conferences, meetings and training sessions as required. Performs related duties as assigned.

**Required Education**:
High School diploma or HSE required.

Possession of or ability to obtain and maintain required certifications and training, including CPR, National Incident Management System 100,200, 700, and 800, EMI Professional Development Series, Damage Assessment, WebEOC training, Intelligrants training, Hazardous Materials Awareness, and Hazardous Materials Operations.

Thorough knowledge of local, state, and federal emergency management laws, regulations, procedures, and emergency services with ability to interpret, comply, and direct County emergency operations and recovery.

Thorough knowledge of emergency management with regards to mitigation, preparedness, response, and recovery and ability to develop plans, policies, and procedures for Miami County CEMP.

Working knowledge of Department bloodbome pathogen exposure reporting procedures, and ability to protect oneself from contracting infectious diseases by avoiding high risk environments and by having knowledge of and utilizing universal health precautions.

Working knowledge of technical emergency management software for weather, hazardous materials, earthquakes, and flooding.

Working knowledge of standard English grammar, spelling, and punctuation and ability to write technical reports, procedures, protocols, and emergency disaster plans.
