**Duties**:

- Provides expert advice and guidance on broad grant and/or cooperative agreement-related projects and programs with impact on major agency programs.
- Serves as an expert leader in area of grants management for major programs involving programs or services of vital national importance.
- Conducts long and short-range strategic planning to develop or refine grants management policies, methods, and operational approaches as needed in order to implement new or unprecedented grants management activities/functions.
- Works collaboratively with staff, partners and stakeholders to assess needs, develop strategies, short
- and long-range program goals, and detailed plans for implementation, and oversee successful implementation.
- Manages grants/cooperative agreement policy and procedures requiring extensive and complex planning and coordination due to changes in programs, technological developments, financial complexities, etc. that have a broad impact on the work of Department of Justice (DOJ), Office of Justice Programs (OJP), and Office for the Office of Audit, Assessment, and Management. Advises managers on grants and/or cooperative agreement administration matters in the competitive process. Provide expert technical advice and guidance, staff coordination, and consultation.
- Leads project teams to define strategic plans and design specific business development programs and projects.
- Participates in the iterative development, testing, and delivery of the versions of working software with the intent to support the broad scope and demanding timeline of an operational system.

**Qualifications**:
**Specialized Experience**:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
- Examples of specialized experience include:
- Conducting grants management administration and operations for cross-cutting federal financial assistance regulations, directives, and policies.
- Supporting efforts to implement new or revised grants business processes, including participation in change management and stakeholder engagement activities.
- Coordinating the implementation of grants management policies and procedures across multiple components, divisions, or units within an agency or organization.

**Technical Qualifications**:

**Additional information**:

- This position may be eligible for telework per agency policy.
- **This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period** and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy.
