This position is in the District of Columbia’s Homeland Security and Emergency Management Agency (HSEMA). The mission of HSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events.

The Grants Management Bureau incumbent will be assigned a portfolio of grant-funded subawards to a variety of sub-recipient organizations within the District of Columbia or the National Capital Region urban area. The incumbent is responsible for administering grant funds and using project management principles to ensure grant-funded projects are implemented within scope and authorized budget, timeline, and policies. Additionally, processes reimbursement requests and subaward adjustments and project scope and budget changes as needed.

The Grants Management Specialist organizationally reports directly to the Grants Division Bureau Chief, or their Deputy.

**Duties and Responsibilities**

The incumbent will Utilize the grants management and project management systems and tools developed by the DCHSEMA Grants Bureau to track and monitor project performance and expenditure of grant funds. Assist sub-recipient agencies with using HSEMA's online grants management system and train new users on the system. Work with the Bureau Chief and other Bureau staff to develop new methods and techniques to improve the performance and efficiency of the Bureau's activities with regard to grant administration. Provide staff support to regional governance and guidance bodies as directed. Interact directly with D.C. and state and local government agencies that are responsible for implementing grant-funded projects. Perform subrecipient monitoring visits or inspections.

The individual will use a Systems Approach to Training model, update design and development of existing courses and new course materials for training courses in accordance with the Homeland Security Exercise Evaluation Program (HSEEP). He/she will complete and maintain qualification for two Emergency Operations Center (EOC) staff position through participation in relevant trainings/exercise and real-world EOC operations, in accordance with EOC Skillsets. The incumbent will interact with various elements of the federal Department of Homeland Security, Federal Emergency Management Agency, or other federal entities as appropriate. Work with DHS representatives to maximize the benefit of DHS grant funding to the priorities and needs of the District and NCR stakeholders. The incumbent will review project management plans and quarterly status reports to ensure that projects are capable of achieving their goals and are in compliance with grant-program-specific guidance. Provide the HSEMA Grants Bureau Chief with updates and reports on projects as requested. Assist the HSEMA Grants Bureau Chief in developing briefings and reports for internal and external use.

**Qualifications and Education**

This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.

A college degree in political or social science, homeland security, public administration, computer science, or any related field** desired**. A minimum of four (4) years of experience working in a related field is desired.

**Licensures and Certifications requirements**

Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.

**Work Conditions/Environment**

The incumbent will generally work in office settings with local travel. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.
