- Under the supervision of the Staff Services Manger I, the full journey level analyst performs the more responsible, varied, and complex, technical analytical functions for District 8 Right of Way. The Associate Governmental Program Analyst (AGPA) / Staff Services Analyst (SSA) provides technical expertise in a wide variety of administrative activities. Will work individually, as a team player, and may act in a lead capacity. Working Conditions
