Job Description Summary

The Executive Director of Financial Operations and Planning is a pivotal leadership role at Penn Engineering, responsible for overseeing and coordinating all financial operations within the school. Reporting to the Vice Dean for Finance and Administration, this senior staff position will oversee the Penn Engineering Financial Services (PEFS) unit and manage school-wide data and analysis support. The Executive Director will ensure strategic financial planning and management, directly supporting the school's mission and objectives.

**Job Description**:
Job Responsibilities- Financial Management: Develop and implement financial management strategies to support the school’s goals, ensure compliance with regulatory standards, and manage a $370M+ annual budget.- Financial Operations: Oversee all financial operations, including long-term and short-term budget planning and forecasting, ensuring that school resources align with strategic priorities, and oversee a $100M+ sponsored projects portfolio.- Data Management: Oversee and coordinate school-wide data management for financial, HR, student, and space-related information.- Capital Planning: Collaborate with senior staff colleagues to develop and support the five-year capital planning process, ensuring capital investments match the school’s financial capabilities, managing a multi-million dollar capital expense budget annually for short-term and long-term projects.- Gift and Endowment Funds Management: Develop and manage a strategic and responsible spending plan for all gift and endowment funds, ensuring that expenditures are aligned with donor restrictions and leveraged effectively to support the school’s objectives.- Policy Development: Establish, maintain, and communicate financial policies and procedures.- University Representation: Represent the school on university-wide committees.

**Qualifications**:
Bachelor's degree and 7 - 10 years of related experience or an equivalent combination of education and experience. Financial management, budget planning, and forecasting experience. Demonstrated excellent verbal and written communication, interpersonal, and analytical skills.
