**INTRODUCTION**

This position is located in the District of Columbia, DC Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a healthcare exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA), and the Health Benefit Exchange Authority Establishment Act of 2012, thereby ensuring access to quality and affordable health care to all District of Columbia residents.

**POSITION CONTROLS**

The incumbent works under the supervision of the DCHBX's Chief Information Security Officer, who outlines broad strategic technical objectives that define missions and functions. The incumbent exercises independent responsibility in designing, developing, managing, and implementing IT security policies, procedures and HBX cloud-based platforms. Incumbent is recognized as the technical expert for information management and technology on sensitive cyber security and information technology risks and/or threats. Makes un-reviewed technical decisions that involve the authoritative interpretation of existing information technology policies and standards. Results of the work are considered as technically authoritative and are normally accepted without significant change. If the work is reviewed, the review concerns such matters as fulfillment of IT program objectives and the effect of advice and influence of the contribution of the advancement of IT.

Guidelines under which the incumbent operates include relevant District of Columbia laws, regulations, policies, and procedures, including HBX regulations, policies, and procedures; pertinent federal laws, regulations, policies, and procedures; and specific instructions from the Executive Director. Guidelines also include accepted public health and insurance principles and practices regarding electronic medical records, HIPAA, and other authoritative guidance issued by the Center for Consumer Information and Insurance Oversight (CCIIO), the Centers for Medicare and Medicaid’s (CMS’s) Minimum Acceptable Ris Standards-for Exchanges (MARS-E) regarding information security, and the Federal Risk Authorization Management Program (FEDRAMP). This includes related guidance issued by the Employee Benefits Security Administration (EBSA) of the U.S. Department of Labor, and the Internal Revenue Service (IRS) of the U.S. Department of Treasury. Incumbent uses expert judgment in interpreting the intent of existing guidelines, identifying areas of interest that need further development or study, and in evaluating the significance and impact of new developments in the information technology industry. Incumbent is recognized as a technical expert and is relied upon for authoritative interpretation and development of policies applicable in this area.

**MAJOR DUTIES AND RESPONSIBILITIES**

Participates in long-range planning for IT cybersecurity structures that anticipate, identify, evaluate, mitigate, and reduce dangers related to IT structures vulnerabilities. Reviews and evaluates cybersecurity incident response policies and identifies changes needed based on new security technologies or threats. Leads the implementation of cybersecurity programs designed to anticipate, assess, and minimize system vulnerabilities and threats.

Incumbent resolves integration issues related to the implementation of new systems within the existing infrastructure. Applies knowledge about current threats to identify flaws and weaknesses in the composition of system designs and defenses for mission-critical data. Specifies solutions and verifies solutions that have been implemented. Makes rapid adjustments to system designs based on new defense, threat, and attack information.

Ensures implementation of the information security plans; manages the operational processes for monitoring and maintaining information security. Monitors and assesses the overall compliance of DCHBX with information security regulations, policies, programs, and procedures.

Establishes and maintains communications regarding program and project execution with the Chief Information Officer, agency senior executive leadership, business stakeholders and those in other agency departments, and other DC Government agencies or federal government agencies.

Creates a comprehensive set of policies, procedures, and security plans to maintain appropriate security for the various types and categories of unclassified and classified information assets.

Ensures gaps and/or weaknesses are appropriately assigned and completed in a timely manner to maintain information security continuity.
