This position is in the District of Columbia Government (District), Department of Forensic Sciences (DFS), Public Health Laboratory (PHL) Division. The mission of the DFS PHL is to protect human health and the environment through the provision of analytical and diagnostic laboratory services that support broad public health goals and the specific health concerns of citizens and visitors to the District of Columbia

The PHL provides clinical diagnostic testing, disease surveillance, emergency response support, applied research, laboratory training, and other essential services through its six units: Accessioning Unit (ASU), Microbiology Unit (MBU), Clinical Toxicology Unit (CTU), Forensic Chemistry Unit (FCU), Immunology-Virology Unit (IVU), and Molecular Diagnostic Unit (MDU). The PHL is a member of the Laboratory Response Network (LRN) and operates a Bioterrorism and a Chemical Terrorism laboratory. As an LRN lab, the PHL supports emergency preparedness and response functions to support investigation of chemical or biological terrorism.

This position serves as the Supervisory Fiscal Program Specialist responsible for assisting in the development and execution of budgetary and general account management functions within the Public Health Laboratory. The incumbent liaises on behalf of the laboratory to vendors, contractors, and stakeholders (internal and external), serving as the laboratory point of contact for budget, procurement, and billing related matters. The Supervisory Fiscal Program Specialist performs ongoing financial monitoring to ensure the efficient and effective utilization of funds in adherence to District and Federal regulations and laws.

**Duties and Responsibilities**

The Supervisory Fiscal Program Specialist directs, coordinates, and supervises all phases of budget management including all budget matters, procurement actions, and general accounting required to carry out the goals and objectives of the Public Health Laboratory in accordance with federal, state, and local legislation. The incumbent reviews and analyzes financial data; develops and/or maintains analytical tools such as dashboards to track budget and expenditure data to be referenced by PHL leadership in budget and policy-making decisions. Provides ad hoc analyses (e.g. economic analyses or programs and procedures, ROI analyses, detailed analyses of costs) and information in support of financial operations, offering insights that contribute to process improvements and strategic decision-making.The Supervisory Fiscal Program Specialist Serves as the primary conduit for communication on all financial matters including but not limited to revenue forecasting, variance tracking, invoicing. Acts as the technical expert on financial matters; responsible for providing financial guidance and support to the Laboratory Director; liaises with DFS Executive leadership, the DFS Chief Operating Officer (COO), the Office of the Chief Financial Officer Agency Financial Officer (OCFO-AFO), the Office of Contracts and Procurements Contracting Officer (OCP-CO) and other external stakeholders to assist in budget data entry, appropriation revisions, and salary and budget imports. Collaborates with agency programs and sister agencies to ensure programmatic goals are met.

The incumbent provides a full range of supervisory services, as required, to manage and direct the work efforts of subordinate staff and activities of assigned operations; develops quantitative and qualitative measures for evaluating the work performance of staff; supervises and assigns duties and responsibilities; formulates overall plans for resources; and identifies developmental and training needs and evaluates testing personnel competency.

**Qualifications and Education**

Degree in accounting or related field such as business administration, finance, or public administration preferred.

Specialized Experience: 5-10 years of demonstrated experience leading large, complex budgets including federal grants management; demonstrated ability to provide authoritative advice and counsel to senior management on complex financial, budget, and accounting matters, and to develop and communicate solutions to highly technical and complex problems in the areas of resources and financial management, developing financial management policies, and utilizing financial management systems.

Advanced knowledge with Medicaid billing, reimbursement, and other federal and state-level health care mandates from the Centers for Medicare and Medicaid Services (CMS), District laws and rules, Mayor's Orders, and court decisions preferred. Experience with budgeting, grants, contracts, and organizational management is highly desired.
