**BRIEF **

Performs complex (journey-level) contract management work for the agency. Work involves developing and evaluating a broad range of contracts from commodities to services. Plans, organizes, coordinates, and prepares Statement of Work (SOW) and specifications. Prepares procurement documents and maintains contract records of items purchased, received, prepared, and issued. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.

**ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES**
- Reviews requisitions for completeness, accuracy, and compliance with applicable requirements and rules prior to processing a solicitation.
- Assists in monitoring legal and regulatory requirements pertaining to purchasing or contracting.
- Determines the most applicable and cost-effective procurement method for obtaining goods and services.
- Expedites Centralized Accounting and Payroll/Personnel System (CAPPS) requisitions as required and research vendors for goods and services.
- Works with the program requesters and agency staff to coordinate or resolve procurement and contract issues.
- Prepares Pricing Requests (PR).
- Conducts vendor research for goods/services and monitors contracts for vendor performance.
- Interacts with requesters concerning delivery, specifications, and other matters concerning products/services from vendors.
- Ensures the Historically Underutilized Business (HUB) program is utilized to award purchase orders/contracts to eligible HUBs to meet the statewide HUB goals in the applicable categories.
- Assists in overseeing and coordinating the agency’s Statewide HUB Program.
- Assists in reviewing and approving respondent’s HUB Subcontracting Plan (HSP) for contract bids/proposals and participates in pre-proposal conferences.
- Assists in reviewing and maintaining the monthly Progress Assessment Report (PAR) forms and ensures compliance with submitted HSP.
