Job Overview:
The Government Programs Manager provides front-line oversite of Western Health Advantage’s (WHA) CalPERS and Federal Employees Health Benefit Program (FEHB) contracts and supervision of WHA’s CalPERS and FEHB account management teams. This position is a central point of contact for receipt and management of day-to-day and escalated issues received directly from CalPERS and FEHB, including active participation at required meetings. The Government Programs Manager is responsible for ensuring WHA is meeting performance goals and contract deliverables and is accountable for alerting management accordingly to any outliers. To support Government Programs’ success, the position will report market trend, member/client engagement concerns, and initiatives that align with WHA’s enterprise priorities.

**Responsibilities**:

- Promote and adhere to WHA’s Privacy and Information Security Programs. Ensure and verify that all department Workforce Members attend and complete mandatory training. Inform department Workforce Members that WHA will take disciplinary action up to and including termination of employment or assignment with WHA for violation of these privacy and security policies, procedures, and regulatory requirements. Also, that strict adherence to the related laws, rules, regulations, policies, and procedures is considered an integral part of their job performance, and monitor compliance.
- Support functional area Chief and/or Director with the development and implementation of the organizational plans, strategies and annual budget.
- Provide overall management of CalPERS and FEHB book of business.
- Attend consortiums, board meetings, forums, and any other leadership sessions, as required.
- Monitors ongoing contract performance and communicates issues immediately.
- Identifies opportunities for improvement in operational performance and notifies leadership of issues and problems requiring immediate action.
- Work collaboratively and cooperatively with functional area leaders to ensure contractual obligations are met.
- Support the functional area Chief and/or Director with the process of aligning and documenting the department’s business priorities, goals and objectives on a routine basis so as to achieve business targets as set forth in the annual business plan.
- Interface and collaborate with departmental team members, as well as other functional area leaders, on special projects and/or towards the accomplishment of company-wide business goals, objectives and project deliverables.
- Represent and effectively present functional area and/or departmental performance information, project updates and other miscellaneous information to a variety of internal and/or external organizations, business clients, consumers and/or the general public.
- Support functional area Chief and/or Director with the development and maintenance of key-stakeholder relationships relevant to the department and/or the company.
- Collaborate with functional area leaders on the departmental staffing plans and processes to support the effective execution of the departments and/or company’s business plans, strategies and initiatives.
- Work collaboratively with Human Resources and the functional area team members to select, train, supervise, and effectively performance manage the department’s staff.
- Maintain consistently high-performance standards for all direct reports and other team members by regularly communicating business updates, coaching, counseling, disciplining and completing timely performance evaluations in accordance with the company’s Human Resources guidelines and standards.
- Establish and execute personal and professional development initiatives for direct reports and other team members and their self for the purpose of keeping current and effective in the performance of their various job duties and roles.
- Develop account management staff to achieve goals and grow in group membership in Government Program accounts.
- Collaborate with internal key stakeholders to ensure services provided to CalPERS and FEHB contracting staff, employer and member clients are working effectively and meeting changing markets and/or priorities.
- Position Government Programs staff to be trusted, value added consultants to CalPERS and FEHB contracting staff and their employers able to identify platforms, reporting, and cost of health care strategies to address critical needs.
- Monitor market for new trends and keep Chief and/or Director current of changes in the marketplace.
- Conduct market research, planning and program development for the Sales and Marketing Departments.
- Perform other duties and special projects as assigned.

Qualifications:

- Bachelor’s Degree in a related discipline preferred.
- 5 years’ experience in sales, marketing related sales, health insurance and key/strategic account management.
- State of California full Life Agent license (Life-Only Agent and Accident and Health Agent)
