This is a standard position description for Transfer Station Operations Supervisor, in the Solid Waste Disposal Division (SWDD), Solid Waste Management Administration (SWMA), Department of Public Works (DPW). The Division has responsibility for two (2) primary facilities, Fort Totten Transfer Station, and the Benning Road Transfer Station. The solid waste disposal program encompasses providing critical services that help to ensure a clean and healthy environment throughout the city, especially in neighborhoods in each of the city wards. The critical services provided include trash, recycling, and bulk disposal services, both public and private, White Goods Disposal Services.

**Duties and Responsibilities**

Incumbent supervises the activities of at least three (3). Plans daily, weekly, or monthly work schedules and sequence of operations for subordinates engaged in the functions and activities of one (1) of the two (2) Transfer Stations. The incumbent exercises the full range of supervisory functions and activities over their respective teams. Adjusts work assignments and shift configurations, based on the anticipated workload, weather conditions and other factors that might impact transfer station operations. Incumbent provides on the job instructions on safe and efficient work methods and approaches. Counsel employees on work performance and develop, when appropriate, performance improvement plans. Incumbent initiates promotions, reassignments, disciplinary actions, reprimands, and terminations. Hears and resolves informal complaints, through discussions with employees and if appropriate, union representatives.

Assures that daily inspections are made of the equipment, vehicles and other tools by team members assigned to these functions. Trains and supervises the Sanitation Workers, Weighing Machine Operators, and Engineering Equipment Operators in the safe and efficient operating and checking of their equipment, training them in performing minor maintenance such as inspection (oil, hydraulic fluids, coolant, brake fluid, etc.), checking lights, brakes, and tires, teaching them how to weigh and record weights of materials transported. Prepares or assures the preparation of production reports, daily logbook entries, waste record, and recycling materials tonnages. Analyzes work schedules; determines staffing requirements, equipment and materials requirements and plans work according to available resources. Regularly interfaces and coordinates residents, daily operators with construction and maintenance contractors, engineers, and consultants.

**Qualifications and Education**

Applicants must possess work that primarily requires physical effort and ability to perform duties that involve work experience that has equipped the applicant with the knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position as listed below, and that is typically in or related to the position to be filled.
- **Ability to Supervise;**:

- Operation of Transfer Station Operations Equipment;
- Work Practices (includes keeping things neat, clean, and in order);
- Ability to interpret instructions, specifications, etc.(related to mobile equipment operation);
- Ability to Drive Safely Transfer Station Operations Equipment;
- Ability to Operate Safely Transfer Station Operations Equipment’; and
- Reliability and Dependability as a Transfer Station Operations Supervisor

**Licenses and Certifications**

Must possess a valid Commercial Driver's License and a valid Engineering Equipment Operators License Class 7B is mandatory for this role.

**Work Conditions/Environment**

Incumbent works primarily outdoors, exposed to various weather conditions, dirt, dust, vibration, noise, and fumes. The position may entail 24-hour emergency calls and overtime work during emergencies.

**Essential Designation**: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
