Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in Property Management, Office of Budget and Finance.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

**Examples of Duties**:
Under general supervision, supervises specialized building trades workers and plans and directs maintenance, repair, renovation, and installation in County facilities. Facilitates, coordinates and expedites the development, design, review, approval, and construction of County building projects and renovations.
- Assigns work, supervises, and advises Master level electricians, journeymen, apprentices, and helpers engaged in performing a full range of major and minor maintenance, repair, renovations, and installations of electrical equipment.
- Monitors work through the review of daily logs, GPS tracking software, and reports, as well as site inspections.
- Advises personnel of and provides instruction in advanced work methods.
- Inspects and approves work.
- Completes employee performance evaluations.
- Prioritizes jobs and schedules work.
- Resolves conflicts and complaints.
- Prepares labor and material cost estimates and requisitions for materials and supplies.
- Prepares and maintains records, inventories, cost and productivity studies, and progress and final reports.
- Administers and oversees construction contracts between contractors, consultants, County agencies, and other components of local government.
- Arranges and conducts meetings with consultants, contracts, and the public.
- Performs field inspections of sites.
- Reviews, approves, and comments on contractor proposals, plans, designs, and specifications to ensure compliance with County standards and objectives.
- Maintains records and prepares reports of program activities.
- Visits job sites where repair, renovation, or installation work is performed to ensure timely completion of projects.
- Inspects work done by County maintenance workers and private contractors.
- Maintains records of labor hours and materials used to complete project.

**Examples of Other Duties**
- May interpret construction plans, blue prints, maps, and specifications.
- May occasionally be required to assist in the completion of special or emergency projects.
- May meet with contractors and vendors and monitor price agreements and contracts.
- Performs other related duties as required.

**Qualifications**:
**Required Qualifications**
Possession of a high school diploma or an appropriate equivalent

Plus

Six years' experience in building maintenance, repair, renovation, or construction work, four years of which were at the journeyman level in the electrical trade.

**Knowledge, Skills, and Abilities (Entry Level)**
- Thorough knowledge of the methods, practices, equipment and materials used in the maintenance and repair of various types of facilities.
- Thorough knowledge of building codes related to building maintenance and repair.
- Thorough knowledge of materials and procedures used in the building trades.
- Knowledge of the principles, practices, methods, tools and techniques of construction and engineering.
- Knowledge of mathematics and bookkeeping as it relates to the principles and practices of construction.
- Knowledge of land surveys, deeds, plats, and construction drawings.
- Ability to supervise trades workers and demonstrate the use of equipment and materials.
- Ability to prioritize, assign, and review work in order to complete projects by established deadlines.
- Ability to understand plans, blueprints, maps, specifications and other drawings used to install, construct, or renovate buildings or building systems.
- Ability to maintain work records and prepare simple reports.
- Ability to communicate effectively.
- Ability to prepare and review estimates and requisitions.
- Ability to plan, coordinate, and manage a capital project.
- Ability to direct the work of subprofessional engineering, technical, and inspection staff.
