**Security Program Planning and Implementation**
- As the AOC security expert, the specialist studies the scope of programs and operations conducted by the AOC and tenant activities.
- Assesses security vulnerabilities in terms of physical, personnel, information, critical infrastructure, continuity of operations and emergency preparedness.
- Coordinates with program managers to identify security requirements and implements methods and procedures to protect programs from security threats.
- Reviews guidelines published by national security agencies, e.g., Department of Homeland Security, National Security Agency, Department of Treasury, Federal Bureau of Investigations, etc., to develop and implement AOC’s security program.
- Assigned as the lead for the personnel suitability program for the agency and is responsible for all policies and implementation of the program.
- Plans, designs and implements programs to provide security for the full scope of operations conducted within AOC’s facilities.
- Periodically advises AOC senior officials of the status of ongoing security program management activities, including updates of threat assessments provided by external agencies.

**Program Evaluation and Compliance**
- Institutes guidelines and standards for use in program evaluation and conducts periodic unscheduled assessments of security program activities across the spectrum of AOC activities.
- Analyzes existing security programs to determine future program requirements.

**Security Program Liaison and Coordination**
- Maintains ongoing relationships with representatives of government security agencies.
- Provides briefings and participates in opportunities to exchange information on new and emerging technology that effects current security policies.
- Pursues any and all indications of threats against Capitol Complex operations and takes steps to notify clients and stakeholders of findings, make recommendations and when needed implement responses to protect life or property on the Capitol Complex from imminent danger.

Follows all relevant safety rules, regulations, and standard operating procedures. Utilizes knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Uses required Personal Protective Equipment (PPE).

Performs other related duties as assigned.

**Qualifications**:
**_Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's specialized experience must have been equivalent to at least the next lower grade level._**

**To qualify at the GS-14 level, **your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility equivalent to the GS-13 level in the federal service. Specialized experience for this position includes:

- Providing guidance and direction to security specialists on operations security policy, procedures, and directives to evaluating and validating the effectiveness and adequacy of operations security programs;
- Advising senior management or organizational leadership on the development, management and implementation of policies and procedures for information security, physical security, and personnel security of an organization; and
- Leading personnel security and suitability adjudication programs that may have an impact on the secure access of personnel, facil
