Internally, the staff at CIERP compose a network of professional colleagues with responsibilities and expertise across six functional areas - Data & Reporting, Planning & Analytics, Evaluation & Surveys, Methods, Research & Communications, and Administration. Professional staff contribute to the analyses and insights provided in any given inquiry, model, or report coming through our office, creating an interconnected and collaborative environment.

A valid driver's license issued by the State where the applicant resides and insurability as defined in UTS 157 may be required to perform the position's essential functions.

Purpose of Position

The Associate Vice President (AVP) is a strategic leader who establishes directions for the Center for Institutional Evaluation, Research and Planning (CIERP) in support of the University's mission and strategic initiatives. Reporting to the Vice President & Chief of Staff the AVP has responsibility for leading a team of professionals in CIERP who manage data, provide analysis and interpretation of data, and prepare reports for internal and external use and distribution. Translation of data into usable information for the University community is a key function of this position. The AVP provides information and analytic support to the University's administrative decision makers to facilitate strategic planning, policymaking, resource allocations, enrollment projections, and other processes requiring sound interpretation of data.

The AVP is also expected to lead, collaborate, design and conduct institutional research studies, serve as administrative liaison to faculty driven assessment activities, manage the strategic planning process, and prepare and submit reports to various state and federal agencies. The AVP will also serve as the Chief Data Officer and facilitate the use of data for decision-making and planning across all units. They will assist others in grant proposals to support educational programs, and gather and disseminate research information about the University and grants that may be available

Essential Functions

Manage a fast-paced department that collaborates with internal and external stakeholders to achieve the University's mission.

Collect data in support of mandatory reports, assessment, planning, grant proposals and related activities.

Design and conduct institutional research studies and communicate results to university constituencies.

Analyze and interpret data to produce audience-appropriate reports, executive summaries, fact sheets, graphic presentations, visualizations, dashboards, etc.

Work with faculty on information-driven assessment towards the improvement of teaching, learning, retention, and student success.

Provide guidance on policy and planning to senior leadership and other stakeholders.

Develop and execute a comprehensive data warehouse strategy aligned with organizational goals and objectives. Define the architecture, design principles, and roadmap for the data warehouse infrastructure to support current and future data needs.

Lead efforts to integrate and manage data from diverse sources such as students, administrative offices, faculty, staff, and alumni, within the data warehouse environment. Implement robust data integration processes, ensuring data quality, consistency, and reliability. Lead the advancement of business intelligence (BI) and analytics capabilities by utilizing data stored in the warehouse. Work closely with business stakeholders to identify and establish key performance indicators (KPIs), delivering actionable insights crucial for informed decision-making.

Coordinate and respond to all state, federal and organizational data requests (institutional and program accrediting organizations, annual institutional reports including IPEDS, Texas Higher Education Coordinating Board Reports, UT System requests, and external surveys.

Ensure the accuracy, validity, reliability, timeliness, and accessibility of institutional data and information, and establish and maintain data governance and quality control policies and procedures.

Engage and collaborate with various institutional committees and liaise with the Information Resources teams on data governance issues.

Provide leadership for developing and implementing the infrastructure to support the university's decision-making and planning initiatives

Ensure all federal, state, and other external reporting requirements are submitted or responded to accurately and in a timely manner.

Develop, maintain, and use relational databases and spreadsheets.

Oversee CIERP's budget development, management, and review.

Revise and update the websites for the Center.

Perform other duties and special projects as assigned.

Comply with all State and University policies.

Other duties may be assigned.

Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization's objectives, policies and applicable laws.

Qualifications

Required Qualifications:

Education: Master's degree in statistics, mathematics or a research-based discipline. In-depth understanding of research design, statistics, and strategic planning. Demonstrated proficiency in creating complex relational databases and spreadsheets and querying relational databases. Demonstrated success in leading and managing an institutional research office or an equivalent entity. Demonstrated experience in effectively communicating data and insights to impact institutional progress Excellent judgment, discretion, accuracy, and attention to detail.

Experience: Minimum six (6) years' experience in senior or executive leadership.

Minimum five years of experience in institutional research or a similar role in higher education, including leading and managing complex projects and teams.

Excellent statistical and analytical skills, with an ability to explain complex data analysis to a diverse set of constituencies.

Demonstrated knowledge of quantitative and qualitative research methods, statistics, Microsoft Excel, and relational databases. Prior experience with PeopleSoft, Banner, MS SQL SSMS, MS Power BI, and Tableau preferred.

Preferred Qualifications:

An earned doctorate from an accredited institution

Demonstrated success in designing, implementing, and leading a decision support system

Demonstrated ability to conduct policy analysis and to develop and implement strategy in complex organizational settings

Demonstrated ability to conceptualize and carry out research projects

Demonstrated facility with AI tools in evaluation and assessment.

Proficiency in writing and presenting clear and compelling reports and proposals for different audiences and purposes, such as accreditation, strategic planning, assessment, and grant applications.
