This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of Acquisition and Assistance (M/OAA) , at the U.S. Agency for International Development (USAID). Duties Supervise a group of employees performing work up to the GS-14 level. Oversee the successful implementation of the Agency’s Worldwide Procurement System Reviews (PSRs) program in Washington and Missions throughout the world. Conduct in-depth on-site evaluations of acquisition and assistance (A and A) instruments, A and A procedures, procurement planning, competition, cost analysis, organizations, procurement and post-award administration systems. Oversee the issuance of delegations of Acquisition and Assistance authority (warrants) to Contracting Officers, Executive Officers, Cooperating Country National Personal Services Contractors, and ad hoc warrants to U.S. Personal Services Contractors. Requirements United States Citizenship is required. Relevant experience (see Qualifications below). Must be able to obtain and maintain a Secret clearance. Males born after 12/31/1959 must be registered with the Selective Service. You may be required to serve a one year probationary period. These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency. You may be required to serve a one year supervisory probationary period. You must meet the Time-in-Grade requirements prior to the announcement closing to be eligible for consideration. Qualifications Basic Requirements: Applicants must meet the basic requirement for this position. To meet the basic requirement for Supervisory Procurement Analyst GS-15 positions, applicants must have: A – Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. B – A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D – Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. Specialized Experience: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Evaluating acquisition and assistance (A&A) instruments and procedures; (b) identifying program deficiencies and developing corrective actions, AND (c) Planning work to be accomplished by subordinates and setting short term and long-term priorities for the team. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience. This position has a positive education requirement.
