PCN is looking to add a Project Controls Manager to our team in DC. This is a hybrid position.

The Project Controls Manager is responsible for developing, using, and improving existing enterprise tools, systems, and work processes to drive financial management control and reporting on cost, variance, and progress measurement for CS Programs. Individuals in this role may develop financial dashboards, cost, resource performance reports, change logs, and financial risk registers in close collaboration with assigned CS leaders, and other project team members. The Project Controls Manager will work under the direct supervision of CS Portfolio Director and may lead a project controls team consisting of direct and matrixed subordinate financial controls practitioners.

Essential Functions: Develop and Implement Fiscal Year Operating Plans (AOP). Review and document the existing process. Lead team in developing updated processes and documentation. Develop all supporting process documentation.
Develop and Implement annual Capital Project AOP. Review and document the existing process. Lead team in developing updated processes and documentation. Develop all supporting process documentation.
Develop and Implement IPR Grant AOP. Review and document the existing process. Lead team in developing updated processes and documentation. Develop all supporting process documentation.
Develop and implement automated (as much as is possible) collection and reporting processes and procedures for budget performance data such as forecast, variance, and other progress measurement data for CS projects.
Develop and implement automated (as much as possible) processes and procedures for reporting mechanisms, dashboards, and presentations describing CS project financial performance and feed this data to ensure a cohesive picture of the program and portfolio financial performance.
Develop and implement processes and procedures for evaluating impact assessment of identified project financial risks to enable the project team with applicable data for developing risk mitigation plans and contingencies.
Develop and implement cost estimating processes and procedures to capture historical cost data from projects for budgeting and reporting purposes.
Develop and document automated project controls tools and workflows.
Develop automated processes and format for project financial variance reporting.
Review all processes and procedures to ensure all are compliant with the Enterprise Project Management methodology.


Minimum Qualifications Demonstrated project controls, & financial skills (budget management, financial reporting) for departmental level.
Effective project management skills
Strong focus on collaboration, team building, and customer service
Effectiveness of working diplomatically across teams with varying objectives.
Strong oral and written communication skills across all levels
Experienced with Microsoft Office Suite and SharePoint,
Minimum seven years of relevant work experience with a Bachelor's degree or any equivalent combination of education and work experience
Must have work authorization in the United States.


Preferred Qualification Experience with using Excel for financial modeling and reporting of performance data.
Experience working on Transportation and Federal projects.
