SUMMARY OF DUTIES: The Project Controls Manager/Program Scheduler is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective planning and control within an integrated project scheduling system. Individuals in this role will act as a Program Scheduler driving and overseeing multiple designbuild infrastructure or manufacturing project schedules and helping to implement industry best-practice scheduling processes within the greater integrated controls system. Individuals in this role will also develop and drive detailed high-complexity project schedules used to align priorities, mitigate conflicts, predict outcomes and measure project performance. Collaborate to develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with assigned Senior Level Practitioners, PMO Leader and other team members. The Project Controls Managers/Program Scheduler works under indirect supervision of a PMO Director and may lead a project or program level scheduling team consisting of direct and matrixed subordinate practitioners. Key Responsibilities: • Work with Project/Program Leadership and Controls teams to develop integrated master schedule, master risk register and project budget baseline using standard tools. • Collect ongoing performance data such as installed quantities, expended labor and other progress measurement data. • Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor. • Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting. • Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program and/or portfolio. • Assist junior team members with ongoing schedule and log maintenance and conducts baseline reviews of project schedules in accordance with Client standards. • Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. • Develops and maintains automated project controls tools and workflows. • Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates. • Monitors actuals and works with other peers to review forecasting against budgets. • Supports Executive status review meetings, Governance and Change Control Boards. • Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools • Adheres to Client Enterprise Project Management methodology. Required Skills & Work Experience • Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting). • Strong project management skills. • Ability to drive efficiencies via strong project scheduling discipline. • Strong focus on collaboration, team building, and customer service. • Effectiveness working diplomatically across teams with varying objectives. • Ability to build strong relationships with Project Managers and SME's to drive scheduling and estimating excellence at the project/program level. • Strong oral and written communication skills across all levels. • Ability to organize and present project status, proposals, and other related program information. • Experienced SharePoint, MS Office, MSP, MS Teams, Primavera P6 super user • Baseline control and trend analysis and reporting. • Perform what-if analysis. • Strong understanding of DCMA, GAO, NDIA and AACE scheduling practices and protocols. • Monte Carlo Probability Analysis. • Experience with Deltek Acumen suit or equivalent schedule quality and risk analysis tools. • Bachelor's degree or equivalent combination of education and work experience (7 yr+) relevant to senior level scheduling. • Must have work authorization in the United States. Preferred skills & work experience • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project. • PMI-SP, PSP, EVM or PMP certification or ability to gain certification within 12 months of hire. • Transportation, Rail Industry Infrastructure and/or Construction background.
Additional key criteria include: 1 - Demonstrated Project Controls experience on construction related projects
2 - Ability to communicate effectively with individuals at multiple levels both verbally and written

3 - Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting)

4 – 7* years of experience with Primavera P6 at a mastery level
