AG Consulting Engineering, PC (AG), a design, engineering, and construction management firm, is looking for an experienced construction Commercial / Contracts Manager for a NYCT project in Manhattan, New York.

Location: Manhattan, New York



Project: The scope of the 8th Avenue CBTC project is to furnish, install, and commission a complete Communication Based Train Control (CBTC) System on the 8th Avenue Line in the IND Division from 59th Street in Manhattan to High Street in Brooklyn.

Overview

This role is critical to the timely procurement of new CBTC technology for deployment on existing MTA trains. The role is anticipated to continue post-award to include oversight of contractor design and construction activities.



Candidate requirements:

• Strong organizational skills

• Experience in procurement or change management activities with public agency, preferably MTA.\

• Experience with oversight of contractor’s activities including design, construction, and testing phases.

• Ability to communicate with a wide selection of MTA stakeholders.

• Willingness and capacity to develop technical CBTC understanding.

• Communication skills, including ability to develop concise presentation material for MTA and NYCT management.



Responsibilities



Procurement Oversight (pre-award)

• Plan and execute the procurement activities of major CBTC technology roll-out, for installation of CBTC equipment on NYCT trains. Compliance with MTA procurement procedures.

• Develop Request for Proposal documentation to solicit contractor proposals, including compilation of technical and commercial documentation.

• Facilitate negotiation meetings and document outcomes with contractors, coordinating input from various internal stakeholders and contractor representatives.

• Proactively respond to MTA requests and direction to ensure timely conclusion to procurement activities, including escalation to PMC management where necessary

• Ability to develop presentation material for MTA and NYCT management.



Contract Administration Support (post-award)

• Facilitate (including accurate minutes preparation) or attend progress meetings.

• Assist development of commercial change documentation for additional scopes of work e.g., Scope of Work documents, Request for Proposals, Additional Work Orders, Time Impact Analyses

• Assess contractor payment applications for verification of work completed.



Documentation Review (post-award)

• Responsible for facilitating review and close-out of contractor submittals/RFI/correspondence, or delegation where necessary.

• Review and understand construction plans, field test procedures, field test reports. PMC is not technical reviewer, however understanding of proposed test procedures in beneficial to support coordination of suitable train and track access via GO process.



Contactor Construction Oversight (post-award)

• Coordinate general outages and access arrangements to enable survey works and installation works at NYCT facilities and wayside. Requires development of GO process, stakeholders, and user groups within NYCT.

• Dispatch and oversight of field inspector(s) when required to oversee contractor site activities.

• Tracking of installation activities of contractors including progress reporting, issues resolution and escalation, MTA/NYCT stakeholder engagement and interaction with contractors
