Duties

As the Director, the incumbent will:

  • Provide leadership, direction and advice on laboratory biosafety and biosecurity involving select agents and toxins and other infectious agents. Conceives, plans, evaluates, coordinates, and implements activities related to research studies, compliance actions, regulatory and policy matters related to select agent and import permit programs and compliance programs.
  • Provide expert-quality formal and informal reports that address vital issues, multi-functional studies and analytical approaches, expert level findings and cogent, substantive recommendations that are primarily used as the basis for key executive-level management decisions. Coordinate and implement activities related to processing applications for permits to import infectious biological agents, inspecting facilities, and preparing reports of inspections.
  • Serve as a subject matter expert on biosafety, biosecurity, select agents and toxins and facilities consultation in support of CDC Center-led and Agency-level response activations and oversees implementation of training programs to build capacity and increase compliance with regulations.
  • Manage, assist, and coordinate security risk assessment process with the Federal Bureau of Investigation to provide authorization for individuals to access select agents and toxins.
  • Establish, develop, and maintain effective working relationships with CDC and senior management officials and senior officials in other governmental and non-governmental agencies who are part of the select agents and toxins and readiness and response community. Meet with customers and coordinating officials to assess customer satisfaction, explain organizational policy and procedures and resolve significant problems that arise.

  • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Current federal employees must be at or equivalent to the GS-14 or higher grade level to be considered for this position.

Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required.

Candidates must show clear evidence of specialized experience.

Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience identifying and analyzing issues as they affect laboratory biosafety and biosecurity issues that require secret clearance at a scientific, public health, academic, non-governmental or other organization.

Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package.   • the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs
  • such education has been deemed equivalent to that gained in an accredited U.S. education program, or that full credit has been given for the courses at a U.S. accredited college or university.

The executive level compensation package is commensurate with qualifications and experience and may result in a higher salary than reflected above. This position is located in the Office of Readiness and Response, within the Centers for Disease Control and Prevention, in Atlanta, GA or Washington, DC.
