The California Air Resources Board's (CARB) mission is to promote and protect public health, welfare, and ecological resources through the effective and efficient reduction of air pollutants while recognizing and considering the effects on the economy of the State. In support of this mission, the Executive Office (EO) is responsible for planning, organizing, and directing the activities of CARB, the Divisions within CARB, and the staff within those divisions. The Executive Office works closely with the Chair's Office and Board members, the California Environmental Protection Agency, the Governor's Office, other state agencies, the Legislature, and external stakeholders to carry out the mission of CARB.
This position will play a key role in leading California's transition to electrifying the transportation sector and addressing long-standing transportation inequities to achieve California's clean air, community protection, and climate goals.
Under the general direction of the Executive Officer and the direction of the Principal Deputy Executive Officer, the Deputy Executive Officer (DEO), Mobile Sources and Incentives, serves as a member of the executive staff and advises and assists in the development, planning, coordination, policy formulation, strategic planning, and technical evaluation of new and emerging air pollution control programs and policies related to on- and off- road mobile sources of emissions and incentive programs in the Sustainable Transportation and Communities Division, and the Mobile Source Control Division; is responsible for evaluating the effectiveness of all board programs assigned to them; directs programs related to the development of federal, state, and local air quality plans; manages activities related to assessing and reducing air pollution from motor vehicles and other sources; collaborates with local air pollution control districts as well as other state and international partners in the development and implementation of clean transportation strategies; manages highly technical staff responsible for providing the highest quality scientific information and technology possible for actions to protect the health of the people and the environment of California from the effects of air pollution.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
2. Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

Examination Information
