Job Description and Duties

Under the general direction of the Deputy Director of Communications, the Manager, Public Affairs Office, will serve as the Assistant Deputy Director of Communications and lead the day-to-day operations of the Public Affairs Office. The position will be responsible for oversight of the three branches of the Public Affairs Office: Administrative, Communications, and Creative Services. This includes executing Department-wide strategic communications goals, ensuring the office stays on budget, and has the resources needed to succeed. The position is responsible for maintaining good relationships with staff, and internal and external partners, and successfully coordinating with other State agencies. The position is highly visible with significant responsibility, requiring a high degree of sound, ethical, and independent judgment.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and the trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; and the Department's Equal Employment Opportunity Program and the processes available to meet program objectives.

(2) Ability to plan, organize and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organizational procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the Department's Equal Employment Opportunity Objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

* Demonstrated technical knowledge of federal and State laws, regulations, and directives related to public affairs and communications.
* Demonstrated tactical experience to establish goals and objectives, identify metrics to track achievements, and ensure timely and effective reporting.
* Demonstrated executive ability to confer with and gain the confidence of top-level officials including the Directorate and control agency representatives, build partnerships, and to represent the Department as a subject matter expert on public affairs and communication programs.
* Demonstrated analytical ability to critically evaluate problems, propose alternatives, design and implement innovative solutions, and take effective action.
* Demonstrated effective interpersonal skills, with proven ability to negotiate and communicate complex issues and policies, both verbally and in writing.

Examination Information

The examination process will consist of a Statement of Qualifications (SOQ) evaluation conducted by a screening committee. The SOQ will be the only basis for your final score and rank on the eligible list.

The minimum and desirable qualifications listed within this announcement will be used as the standard to screen. The SOQ should describe a candidate's experience, knowledge, and abilities relative to the desirable qualifications of the Manager, Public Affairs Office position. Specific examples must be provided. The SOQ will also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.
