Under the general direction of the Deputy Director, Policy and Program Development Division, the Self-Determination Program (SDP) Branch Manager formulates, develops and implements policies and processes associated with SDP. The position provides statewide leadership and direction and ensures a strong programmatic focus on person-centered service planning, service access and equity, and cultural and linguistic competence as well as uphold the values of the Lanterman Act in support of the Department of Developmental Services (Department) mission.
This position is eligible to participate in the Department's hybrid telework schedule. Participation in telework is subject to Department guidelines.
This position will be required to report to the designated onsite location four days per week effective July 1, 2025. The Department maintains offices in Orange and Sacramento Counties; additional locations may be added in the future. The office for onsite reporting will be determined following selection of the candidate.

Working Conditions
Onsite work is performed in an office environment. The northern office is in a multi-story building in downtown Sacramento and the southern office is in a former developmental center campus setting. Work requires the use of a state-issued personal computer, review of documents, making telephone calls, and other job-related tasks for periods of up to four hours. May require working under stressful conditions and irregular hours during peak workload periods. Requires daytime and overnight travel (up to 15 percent) to locations throughout the State of California and on occasion, travel outside of California.

Department Information
The California Department of Developmental Services is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The DDS is located in a modern, sustainable and innovative office building at 1215 "O" Street, Sacramento, California. Some amenities of the building include:

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
Must possess the knowledge of The Lanterman Act, developmental disabilities, the regional center (RC) service system, and processes and protocols in California state government. Principles, practices, and trends of public and business administration including management, supportive staff services, and employee supervision.
Must have the ability to supervise and train subordinate staff. Develop and maintain cooperative and harmonious relationships with department and RC staff, the public, and others; work with professional personnel in the field relating to coordinating and developing services for persons with developmental needs.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: The programs, policies, and activities of the Department, including the developmental centers and RCs; knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch, principles and practices of policy formulation and development.
Ability to: Plan, organize, and oversee; gain the confidence and support of top-level administrators and advise on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, community engagement groups, and the Legislative and Executive Branches; analyzes complex problems and recommend effective courses of action.
Examination Information
