The Director of Administrative Services (ASD Director) reports to the Commission's Chief Deputy Director and has direct management responsibility for the Fiscal and Business Services Unit, the Office of Human Resources and the Information Technology Unit. The incumbent directs and coordinates all administration services, has responsibility for establishing policy and procedures that are in concert with the Commission's mission and strategic plan, and serves as the agency's principal liaison with the Department of Finance, CalHR, the Department of General Services and other control agencies on matters falling within the of Administrative Services Division scope. The ASD Director may represent the Commission at legislative budget hearings.
The ideal candidate will be a forward-thinking leader who is collaborative, resourceful, and savvy with project management. Experience with human resources management, budget policy and development, facility management, procurement and information technology is key for this role. We are looking for someone who has deep administrative management experience and the ability to motivate and bring out the best in their staff.

Department Information
The Commission on Teacher Credentialing is an independent standards board for the education profession in California charged with setting standards for the preparation and licensure of educators, accrediting institutions that prepare educators for service in the public schools (PreK through grade 12 and adult education), issuing credentials to individuals who have met requirements, and taking disciplinary action against teachers who have engaged in misconduct. The Commission meets six times per year and consists of nineteen members, fourteen appointed by the Governor, one serving as a representative for the Superintendent of Public Instruction, and four serving as ex officio representatives of California's higher education systems. The Commission appoints an Executive Director, who employs a staff of 186 individuals to carry out its work. The Administrative Services Division is one of five divisions in the agency, and is responsible for ensuring excellence, effectiveness, and efficiency in the Commission's operational areas of human resources management, fiscal and business services, and enterprise technology support services.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department's or Agency's Equal Employment Opportunity (EEO) Program objectives; and a manager's role in EEO.
2. Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organizational procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide variety of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the Department's or Agency's EEO objectives.
These knowledge and abilities are expected to be obtained from experience that includes substantial participation in the formulation, operation and/or evaluation of program policies and direct management of administrative services including fiscal and business services (budget development and management; procurement; contracting; building management); human resources (pay and classification, labor and collective bargaining, transactions, etc.), and/or information technology services.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
* Knowledge and experience with civil service budgets, accounting systems, procurement procedures, budgetary forecasting, and fiscal analysis.
* Knowledge of, experience with, and ability to apply the laws, rules and policies related to human resources management in the California State Service.
* Experience identifying information technology needs of an organization and ensuring the proper processes and resources are in place to address those needs.
* Knowledge of the legislative and regulatory requirements in the civil service arena.
* Describe your experience in leadership skills, experience in operational policy and program development and management.
Examination Information
If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
