The Commission on Teacher Credentialing seeks an experienced leader to serve as the Director of the Professional Services Division. The ideal candidate will be highly organized, have excellent communications skills, be adept at working in a fast-paced environment, and enjoy working in a highly collaborative and functional team. The ideal candidate will also have a passion for fostering access to a high-quality education for all children and an understanding of the role of educators and educator preparation programs in ensuring equitable learning opportunities. The Director will be a key policy advisor to the Executive Director, the Chief Deputy Director and Commission, and part of a team of five agency directors reporting to the Chief Deputy Director.
The Director of Professional Services will oversee the development of standards and performance expectations that drive the preparation of teachers, school administrators, counselors, school psychologists, social workers, librarians and school nurses. Working with a team of administrators and professional staff, the Director will ensure that the Professional Services Division effectively implements its mandatory responsibilities for accreditation, examinations development, data collection and reporting, and grants management. The Director will develop and implement strategic initiatives to advance accessible and effective professional preparation programs for future educators who reflect the communities they serve. The Director will engage in intra-departmental communications, joint activities, and collaborative efforts to support coherence in the work of the Commission. The Director will also engage broadly with the Commission's stakeholders to monitor the impact of and engage stakeholders in development of the Commission's work.

Department Information
The Commission on Teacher Credentialing is an independent standards board for the education profession in California charged with setting standards for the preparation and licensure of educators, accrediting institutions that prepare educators for service in the public schools (PreK through grade 12 and adult education), issuing credentials to individuals who have met requirements, and taking disciplinary action against teachers who have engaged in misconduct. The Commission meets six times per year and consists of nineteen members, fourteen appointed by the Governor, one serving as a representative for the Superintendent of Public Instruction, and four serving as ex officio representatives of California's higher education systems. The Commission appoints an Executive Director, who employs a staff of 196 individuals to carry out its work. The Professional Services Division is one of five divisions in the agency, and is responsible for standards development, accreditation, standardized examinations, and management of teacher recruitment and development grant programs.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
* Executive level experience addressing current and future policy issues regarding educator preparation, development and/or assessment and evaluation.
* Executive level experience developing, administering and/or evaluating programs designed to develop educator (teachers, administrators, and other certificated staff) knowledge, skills and abilities across the arc of their professional career.
* Experience working with a public board or similar body.
* Applies systems thinking skills to the development and refinement of standards and accreditation processes to drive ongoing improvement in educator preparation.
* Anticipates challenges in educator preparation and develops practical, scalable solutions that support program quality, innovation, and long-term success.
* Proven leadership skills as evidenced in effectively resolving major organizational policy issues or problems and capacity to work effectively as a member of a leadership team.
* Ability to coach, develop and support staff to reach higher levels of effectiveness and advance their professional growth.
* Ability to develop and nurture cooperative working relationships with representatives of all levels of government, Commission stakeholders and the public.
* Earned Doctorate or Masters' Degree in Education, Measurement, Psychology or related field.
Examination Information
If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
