JOB SUMMARY

This is an administrative position which manages the entire organization and operation of Adult Probation and Parole Services (APPS). Work is accomplished as a liaison to the District Court Administrator and the President Judge of the Lancaster County Court of Common Pleas. This employee's primary duties include: coordinating/assuring operations in compliance with Court directives; establishing organizational direction/philosophy; determining the need for and approving the means of operational changes; planning for and guiding the course of organizational expansion; providing leadership to administrative staff, reviewing/approving administrative and programmatic processes.

REPORTING RELATIONSHIPS

An employee in this class reports directly to the District Court Administrator under the direction of the President Judge.

Two Deputy Directors are direct reports to the Director.

ESSENTIAL JOB FUNCTIONS

20 % Work as Adult Probation and Parole Services liaison within the Court system; serve on behalf of the Court in communicating information and implementing directives in providing full range of probation and parole services.

20 % Establish organizational framework(s); in consultation with the President Judge and District Court Administrator determine organizational vision, mission, core values and goals and evaluate organizational effectiveness/compliance.

20% Supply comprehensive leadership organization-wide through directing and support of administrative/programmatic management in a variety of areas including, but not limited to, program planning, services coordination, staff development, and fiscal management.

10% Lead and coordinate the focus/activities of the APPS management team made up of deputy directors, division directors and supervisors.

5% Provide leadership in establishment of direct service and administrative support policies/procedures/processes, in compliance with Court directives and mandated standards.

5% Utilize local, state, and national resources in efforts to increase community safety, reduce recidivism, and provide opportunities for rehabilitation of offenders.

5% Assign work/planning duties to administrative staff and organizational committees; review the results of delegated assignments and coordinate any corresponding implementation.

5% Provide review for and authorization of personnel, fiscal, and programmatic processes.

5% Perform a leading role in funding procurement, organization-wide budget preparation, and ongoing fiscal management.

5% Act as a Court representative to a variety of county, community, and state-wide agencies and organizations by way of formal presentation, advisory contribution, and systems collaboration.

OTHER SPECIFIC TASKS OR DUTIES

Performs related work as required.

MINIMUM QUALIFICATIONS

Education equivalent to completion of a bachelor's degree program with course work in human services (psychology, social work, and counseling), criminal justice or a closely related field is required. Master's degree is preferred.

Five years of experience as a probation officer, or in a related field such as criminal justice or counseling, two years of which shall have been at the full performance level. Additionally, two years of experience in supervising staff of human service-related employees engaged in the supervision or investigation of cases.

Or any combination of acceptable education and experience which has provided the knowledge, skills, and abilities cited above.

KNOWLEDGE, SKILLS, AND ABILITIES

Comprehensive knowledge of the principles and policies of the criminal justice system, including statutes, rules, regulations, and administration of justice.

Extensive knowledge of the operations, practices and procedures of probation and parole supervision, treatment, counseling, and rehabilitation within a community-based context.

Familiarity with and willingness to promote/implement the validated principles of Evidence-Based Practices, as endorsed and promoted by the National Institute of Corrections.

Competent familiarity with research gathering and statistical analysis methods. Ability to delegate, monitor, and interpret performance measurement functions.

Detailed knowledge of the various organizations, functions, and roles comprising the judicial, criminal justice, and human services systems and their interrelationship(s).

Thorough knowledge of methods and techniques used in supervising a staff of subordinate management, supervisors, and workers engaged in supervising probation and parole client caseloads and conducting investigations.

Accurate knowledge and understanding of characteristics of individual and group behavior, particularly that of individuals involved with criminal activities and/or anti-social behavior, with corresponding proficiency in supervisory/case management skills.

Working knowledge of principles and practices related to full scope of fiscal administration, as applied to the preparation and control of organization-wide and departmental budgets.

Expansive familiarity with community resources which can address and meet the human service needs of clients, including that of a social, psychological, medical, economic, vocational, and spiritual nature.

Awareness and familiarity of the network of state and national resources available to enhance, expand, or improve probation and parole services.

Expertise and vision required for developing new program initiatives and the initiative necessary for acquiring the resources for implementation.

Ability to develop policies/procedures for and present administrative/managerial direction to a large multi-program organization.

Ability to communicate effectively (both orally and in writing) with members of the Judiciary, District Court Administrator, co-workers, human services professionals, representatives of other agencies, and the public.

Ability to plan, organize, and manage time with efficiency and effectiveness.

Ability to make formal oral presentations, with capacity to teach/train, in a variety of group contexts.

Ability to work independently and as a team member.

Ability and desire to work with people and the willingness to do so with forthrightness, tolerance, and understanding.
