We are seeking a Senior Capture Manager with a proven track record in capturing new business for the U.S. Navy and other DoD opportunities, supporting TQI's Information Technology lines of business. This position reports directly to the Senior Vice President of Business Development. The Capture Manager will develop and execute the overall capture plan and win strategy for qualified opportunities to maximize win probability.
Responsibilities:
- Develop and execute comprehensive capture strategies and win plans for federal opportunities, focusing on U.S. Navy and other DoD contracts.
- Lead the capture process, including gate reviews, proposal development, and bid strategy formulation.
- Compile, assess, and validate customer requirements to create differentiated win strategies.
- Conduct competitive analysis, including SWOT assessments and black hat sessions for opportunities >$50M.
- Develop and maintain relationships with key stakeholders, including customers, teaming partners, and internal departments.
- Collaborate with Operations, HR, Technical SMEs, Program Managers, and Proposal Managers to ensure high-quality, compliant, and compelling proposals.
- Manage opportunity validation and maturation to assist in Bid/No Bid decisions.
- Participate in and lead internal gate reviews, ensuring adherence to established processes and best practices.
- Support business development training efforts and represent TQI at trade shows, symposiums, and industry days.
- Bachelor's degree plus ten (10) years or more of related experience; additional years of experience accepted in lieu of a degree.
- Demonstrated ability and reputation for winning complex, prime integration services or information technology contract awards valued over $50M.
- Extensive experience with Navy MAC, IDIQs, Seaport NxG, GSA contracts, and other agency-specific multiple award vehicles.
- Thorough understanding of the federal procurement acquisition process, including various contract types (FFP, T&M, CPFF/CPAF/CPIF).
- Capture experience with multiple DoD branches (U.S. Navy/U.S. Marine Corps, U.S. Army, U.S. Air Force) preferred.
- Excellent proposal writing skills, including the ability to write major sections and Executive Summaries.
- Familiarity with the Shipley Proposal process preferred.
- Ability to communicate effectively with senior and executive management and key federal customers.
- Ability to travel up to 25%.
- Government granted security clearance required.
The role offers the flexibility to work remotely, though it does require periodic visits to our office for check-ins and touch-base meetings.
