SCOPE:  The Senior Human Resources Generalist is responsible for managing and coordinating HR functions within the organization. This role involves overseeing recruitment, employee relations, performance management, training and development, compensation and benefits administration, and HR policy adherence. The Senior HR Generalist serves as a strategic partner to management and works to foster a positive organizational culture aligned with CMHA's goals and values.     ESSENTIAL DUTIES AND RESPONSIBILITIES:  The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. 
  • Provide advanced support in employee relations, including counseling on personnel and job-related conflicts, resolving disputes, managing performance issues, conducting exit interviews, and assessing termination requests.
  • Participate as a member of Labor-Management committees and serve as a hearing officer in disciplinary and grievance proceedings; 
  • Conduct thorough investigations into employee complaints or disciplinary matters and make appropriate recommendations for action;
  • Oversee and/or conduct the onboarding process for new employees, including orientation sessions and completion of necessary paperwork.;
  • Assist in updating personnel policies and procedures to ensure compliance with legal requirements and best practices.;
  • Identify training needs, recommend suitable programs or resources, and coordinate training initiatives to enhance employee development and skills; 
  • Manage the full-cycle recruitment process, including job postings, screening resumes, conducting interviews, and extending job offers;
  • Collaborate with hiring managers to determine staffing requirements and develop effective recruitment strategies;
  • Administer CMHA employee compensation and benefits programs, including salary reviews, benefits enrollment, and worker's compensation management, including claims resolution and invoice approval; 
  • Stay informed about changes in employment laws and regulations and provide guidance to management on compliance matters;
  • Conduct audits and assessments to ensure adherence to HR policies and procedures and identify areas for improvement;
  • Implement initiatives to support organizational development, workforce planning, and succession planning;
  • Analyze HR metrics and data to support decision-making and continuous improvement efforts;
  • Supervise Human Resources Generalists; and
  • Perform additional duties as assigned.
 QUALIFICATIONS:To perform this job successfully, an individual must be able to perform each competency satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. DESIRED QUALIFICATIONS:
  • Demonstrated knowledge of human resources policies and procedures, and more importantly their application in the day-to-day working environment;
  • Demonstrated ability to maintain the highly confidential nature of human resources work;
  • Working knowledge of statutes and regulations; Ability to analyze contract proposals;
  • Thorough knowledge of equal employment opportunity, ADA, and other HR related laws;
  • Excellent written and verbal communication skills;
  • Excellent analytical and organizational skills; 
  • Demonstrated advanced proficiency in HRIS systems and Microsoft Office Suite; and
  • Experience working in a unionized environment, preferred, but is not required.
 EDUCATION/EXPERIENCE/CERTIFICATIONS:
  • Bachelor’s Degree in Human Resources, Business Management or a related field, or equivalent work experience;
  • 5-7 years of progressive HR experience, with 2-3 years in a leadership capacity;
  • 3 years of extensive employee relations experience and organizational development expertise;
  • 3 years of supervisory experience; and
  • Preferred certifications:  PHR/SPHR, SHRM-CP/SHRM-SCP.

The employee must be able to perform essential job functions in an environment that could have increased stress levels. OTHER:  The candidate must possess and maintain a valid driver’s license in state of residence, and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy.  The candidate may have no more than 6 accumulated points in 3 consecutive years.
