General Statement of Duties

The Human Resources Analyst performs professional level analytical and technical work involving the application of independent judgment within the established policies and procedures of an assigned area of human resources administration; responsibility may include, employee/labor relations, recruitment, assessment and selection, talent management or workforce development; and research analysis.

Minimum Qualifications (KSAs)

(Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.)

Knowledge of:

Principles and procedures associated with Human Resources, such as: recruitment, selection, training, compensation and benefits, labor relations and negotiations, workforce development, organizational design and development, employee relations and HR information systems.

Principles and processes for providing customer and personalized services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Business and management principles involved in strategic planning, resource allocation, human resources modeling, and quality improvement methods.

Communication and dissemination techniques and methods. This includes alternative ways to provide information.

Microsoft Office products to include Word, Powerpoint, Excel, Visio, Outlook and other HR related systems.

Federal and state employment related laws and regulations; specifically, EEO, ADA, FMLA, Uniform Guidelines on Employee Selection, and Labor Relations.

Conflict resolution and negotiation techniques.

Skill to:

Understand written sentences and paragraphs in work related documents.

Give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.

Communicate effectively in writing as appropriate for the needs of the audience.

Monitor/assess performance of yourself, other individuals, or organizations to recommend improvements.

Actively look for ways to assist employees and/or customers.

Identify complex problems and review related information to develop and evaluate options and recommend solutions.

Bring others together and try to reconcile differences.

Persuade others to change their minds or behaviors.

Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things.

Determine how a system/process should work and how changes in conditions, operations, and the environment will affect outcomes.

Operate personal computers, calculators, copiers, and other office related equipment.

Ability to:

Process complex information while maintaining attention to detail.

Communicate clearly and concisely, both orally and in writing.

Prioritize work; manage time to meet deadlines.

Make decisions based on data analysis and observation.

Interpret, explain and apply pertinent City, state and federal laws, regulations, ordinances, policies and procedures; interpret and apply rules of contract compliance.

Apply various criteria to evaluate contract bids and recommend selections (as assigned).

Maintain confidentiality. Perform complex analyses of problems related to assigned area of responsibility.

Formulate solutions to complex problems related to assigned area of responsibility.

Resolve disputes; negotiate compromises; negotiate union contract agreements.

Manage and supervise subordinate personnel (as appropriate).

Required Education and Experience

Each applicant must have a Bachelor's degree from an accredited college or university in the following areas: human resources, industrial relations, business administration, public administration, psychology, or a closely related field.

Other Requirements

Possession of, or ability to obtain, a valid Ohio driver's license may be required.

Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; automobile travel within the City may be required.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle

Examples of Work Performed: Interpret and explain human resources policies, procedures, laws, standards, labor agreements, or regulations.

Address employee relation issues, such as harassment/discrimination allegations, work complaints, or other employee concerns.

Maintain knowledge of Equal Employee Opportunity (EEO), Americans with Disabilities Act (ADA), EEO Uniform Guidelines on Employee Selection, and other employment related laws.

Confer with management to develop or implement personnel policies or procedures.

Review employment applications to match applicants with job requirements.

Select qualified job applicants or refer them to managers, making hiring recommendations when appropriate.

Conduct reference or background checks on job candidates.

Conduct employee onboarding and assists with organizing training and development initiatives.

Conducts classification studies.

Perform searches for qualified job candidates, using sources such as computer databases, networking, internet recruiting resources, media advertisements, job fairs, recruiting firms or employee referrals.

Consult with departmental representatives on HR related activities.

Develop or implement recruiting strategies to meet current or anticipated staffing need.

Analyze employment-related data and prepare required reports.

Design, administer, schedule skill, intelligence, psychological assessment instruments for current or prospective employees.

Evaluate recruitment or selection criteria to ensure conformance to professional, statistical, or testing standards, recommending revisions, as needed.

Review and evaluate applicant qualifications or eligibility for specified licensing, according to established guidelines and designated licensing codes.

Evaluate selection or testing techniques by conducting research or follow-up activities and conferring with management or supervisory staff.

Examine employee files to answer inquiries and provide information for employee actions.

Respond to inquiries regarding examinations, eligibility, salaries, benefits, and other pertinent information.

Compile and prepare reports and documents pertaining to HR activities.

Maintains human resource information system records and compiles reports from the database.

Process, verify and maintain HR related documentation, including staffing, recruitment, training, grievances, performance evaluations, classifications, and employee leaves.

Perform job and compensation studies in accordance with local and state rules and regulations.
