INTRODUCTION:

The Case Manager for Child Welfare coordinates services to support at-risk Native American children and their families; interacts with children and family members, including siblings, parents, extended relatives, guardians and partner agencies. They assess the needs of each child and coordinate case management services with child welfare agencies to protect the best interests of Siletz children and of the Tribe and its customs and culture, as provided for by the Siletz Constitution.



DUTIES:

  • The duties in this position are focused on children and families eligible for Tribal child welfare services.
  • Assist in planning, implementing and conducting the Tribe’s Indian Child Welfare Program in accordance with the mandates of the Indian Child Welfare Act of 1978, and Tribal Ordinances.
  • Provide departmental coverage in the absence of the Family Services Program Administrator.
  • Maintain and monitor foster placements.
  • Provide services to Siletz children and families to prevent the breakup of tribal families.
  • Will prepare pre-trial, pre-sentence, and evaluations, treatment plans when appropriate for state and Tribal courts. Will also give expert witness testimony.
  • Develop and implement family service plans focusing on re-unification. Monitor process of cases and adheres to service plan.
  • Provide case management to address needs and support strengths of families.
  • Coordinates and attends family unity, CRB, and provider meetings.
  • Attends monthly child protection team meetings, which includes review of IV-E cases.
  • Assists with the gathering of baseline statistics and preparation of program reports for program evaluation.
  • Assist with routein clerical duties in the ICW department such as collecting the mail, creating check requests, ordering supplies and department inventory.
  • Provides referral to individual and family therapy to those indicating a need for such an approach to problem solving (includes problems that manifest themselves in suicides, attempted suicides, alcohol and substance abuse, family problems, child neglect and abuse, school truancy and drop-out, and juvenile delinquency).
  • This would include problems which manifest themselves in suicides and attempted suicides, alcohol and substance abuse, family problems, child neglect and abuse, excessive drinking, school dropouts and juvenile delinquency.
  • Utilizes existing social welfare and medical resources through application of professional knowledge and awareness of resources, and development of working relationship with other social and health agencies.
  • When requested, provides training to other human services workers (to assure documentation and compliance with ICWA and Title IV-E).


Requirements:

REQUIREMENTS:

Bachelor’s degree in one of the behavioral or social sciences, and one year of professional experience in providing social services to children and/or their families - OR - an equivalent combination of education and/or experience.


Knowledge in:

  • State and federal law regarding Indian Child Welfare.
  • The Indian Child Welfare Act.
  • State of Oregon DHS child welfare practices.
  • Court processes pertaining to Indian Child Welfare.
  • Out of state jurisdictional issues & how to access the ICWA process in other jurisdictions.
  • Word processing.
  • Excel spreadsheet and database presentations software.
  • Knowledge of internet research regarding Indian Child Welfare.


Experience in:

  • Working with Native American cultures and values, preferred.
  • Use of office equipment including word processing equipment, and computers.
  • Manage and maintain confidential information.
  • Maintain professioan demeanor in stressful situations.


Ability to:

  • Communicate effectively using both verbal and written skills.
  • Perform multi-tasks in a fast paced and stressful environment.
  • Work with angry, disgruntled clients in a cooperative and effective manner.
  • Represent tribal child welfare policies before state agencies, courts, and tribal courts.
  • Write reports and business correspondances.
  • Read, analyze and interpret complex documents.
  • Respond effectively to the most sensitive inquiries or reports of concerns.
  • Solve practical problems utilizing policies and procedures to deal with a wide variety of concrete variables in situations where only limited standardization exists.

  • Must be highly organized and a self starter.
  • Communicate effectively and work well with others.
  • Represent the Tribe in a professional manner in contact with a diverse set of individuals within and outside the Tribe.
  • An applicant selected for this position must pass mandatory drug screening, in-depth background check for any incidence of criminal activity, child abuse or child neglect per Siletz Tribal Code § 2.800 (c) Pre-Employment Background Check (1) “All criminal history background investigations shall meet or exceed the standards required under the Indian Child Protection and Family Violence Prevention Act, 25 U.S.C §3201 et esq. and 25 C.F.R. Part 63”.
  • Abstinence from drugs and alcohol during employment in this capacity is essential to the overall effectiveness of the program.
  • Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.
