Position Summary:

The Case Manager for Child Welfare plays a vital role in coordinating services aimed at supporting vulnerable Native American children and their families. This position involves engaging with children and their family members, including parents, guardians, and extended relatives, while collaborating with partner agencies to ensure the well-being of Siletz children and uphold the Tribe's customs and culture.

Key Responsibilities:
  • Focus on children and families eligible for Tribal child welfare services.
  • Assist in the development and execution of the Tribe's Indian Child Welfare Program, adhering to the Indian Child Welfare Act of 1978 and Tribal Ordinances.
  • Provide coverage for the Family Services Program Administrator when necessary.
  • Oversee and monitor foster care placements.
  • Deliver services to prevent the disintegration of tribal families.
  • Prepare necessary documentation for state and Tribal courts, including evaluations and treatment plans, and provide expert witness testimony as required.
  • Develop and implement family service plans with an emphasis on reunification, while monitoring case progress in accordance with the service plan.
  • Facilitate case management to address family needs and enhance their strengths.
  • Coordinate and participate in family unity meetings, Child Review Board (CRB) sessions, and provider meetings.
  • Attend monthly child protection team meetings to review IV-E cases.
  • Assist in collecting baseline statistics and preparing program evaluation reports.
  • Perform routine clerical tasks within the Indian Child Welfare department.
  • Provide referrals for individual and family therapy to those in need.
  • Utilize existing social welfare and medical resources, leveraging professional knowledge and relationships with other agencies.
  • Offer training to other human services staff as needed to ensure compliance with ICWA and Title IV-E.
Qualifications:

Education: Bachelor's degree in behavioral or social sciences, or equivalent experience in social services for children and families.

Knowledge Required:

  • Understanding of state and federal laws regarding Indian Child Welfare.
  • Familiarity with the Indian Child Welfare Act.
  • Knowledge of Oregon DHS child welfare practices.
  • Awareness of court processes related to Indian Child Welfare.
  • Proficiency in word processing and spreadsheet software.

Experience:

  • Experience working with Native American cultures is preferred.
  • Ability to manage confidential information effectively.
  • Experience in maintaining professionalism in high-pressure situations.

Skills and Abilities:

  • Strong verbal and written communication skills.
  • Aptitude for multitasking in a dynamic environment.
  • Capability to engage effectively with challenging clients.
  • Proficient in report writing and document analysis.
