I. JOB DUTY SUMMARY


This is professional engineering work in the design, construction, and inspection of public works/utility improvement projects within the Village of Mount Prospect.


II. ESSENTIAL JOB FUNCTIONS

  • Assumes accountability for the preparation of plans, specifications and related documents for the administration of the Village's annual resurfacing and reconstruction programs.
  • Prepares plans and specifications for public improvement projects.
  • Reviews plans and specifications prepared by consulting engineers.
  • Prepares studies, cost estimates and demonstration exhibits during the planning and development phases of Village public improvement projects.
  • Designs various assigned public works projects including streets, parking lots, sidewalks, water distribution facilities, storm and sanitary sewers and various concrete structures including head walls, retaining walls, and culverts.
  • Determines vertical and horizontal roadway alignment, sets grades, determining cut and fill quantities and material quantity calculations, and calculating drainage levels and storm sewer capacities.
  • Assures final design plans are accurately prepared showing all details of the work included in the entire length of the project.
  • Prepares plans to meet IDOT materials and workmanship quality standards and specifications.
  • Provides professional and technical advice to Engineering Assistants or to maintenance supervisors concerning engineering problems in design, construction, maintenance or surveying.
  • Participates in various phases of the bid letting process by meeting with potential bidders and reviewing project plans, including any unique aspects of the project.
  • Represents the Village before the citizenry at meetings or hearings on proposed public works projects.
  • Meets directly with citizens in dealing with their engineering related problems.
  • Serves as resident engineer on construction projects acting as liaison to contractors engaged in constructing Village public works projects
  • Assures contractors and sub contractors adhere to design plans and specifications and they produce quality workmanship, using quality materials.
  • Recommends the approval of work orders for additional work to deal with unanticipated field conditions.
  • Provides guidance to and reviews the work of Engineering Assistants who serve as Public Works inspectors.
  • Directs the conduct of the final inspection to accept the contractors work on the project and to determine final "paying quantities" and helps revise plans and blue prints to reflect "as built" conditions.
  • Assists the Village Engineer with the development of the Division's annual engineering budget.
  • Monitors, Evaluates and reports on the condition of the Village’s roadway system, including the maintenance of roadway system database.
  • Provides technical input into the development of the annual capitol improvements budget proposal.
  • Assists in the development of a project priorities list for expending annual Motor Fuel Tax funds.
  • Serves as staff liaison for IDOT and Cook County Projects.
  • Performs other duties as assigned.

III. BASIC QUALIFICATIONS – EXPERIENCE AND KNOWLEDGE

  • Knowledge of the principles and practices of municipal civil engineering.
  • Knowledge of investigation, design, and construction of general public works projects.
  • Knowledge of the principles and practices of administrative management in the public sector.
  • Knowledge of the principles and practices of civil, structural, traffic and/or hydraulic engineering as applied to the preparation of plans, designs, estimates, and specifications for public works engineering projects.
  • Knowledge of surveying, staking, inspection and related construction inspection procedures, materials, equipment, and methods.
  • Knowledge of State and local codes and ordinances relative to civil engineering and construction work.
  • Ability to maintain effective working relationships with subordinates, other Village employees, contractors, and the general public.
  • Ability to apply modern civil engineering techniques and methods to solve operating problems.
  • Ability to design various improvements and structures such as streets, curbs and gutters, storm drains, sanitary sewers and sidewalks.
  • Ability to communicate clearly, both verbally and in writing.
  • Ability to represent the Village before the citizenry at public meetings or directly in dealing with problems.

IV. EDUCATION AND TRAINING

  • Bachelor's degree in Civil Engineering or related field from an ABET accredited program required.
  • Minimum of four (4) years of professional civil engineering experience.
  • Licensed Professional Engineer (PE) preferred.
  • Or an equivalent combination of experience and training.

Work is often performed in office settings. Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.


While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risks of electrical shock, and vibration.


The noise level in the work environment is usually moderate, at times loud when operating equipment.
