Position Summary

This is specialized accounting work involving City-wide financial operations. Primary responsibilities include all activities necessary to process payroll for all City employees, including maintaining related records, reviewing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documenting and updating procedures. Work is usually performed in accordance with general instructions following accepted general accounting procedures, applicable laws and City policies under the supervision of the Assistant Chief Financial Officer. Work is reviewed upon completion with a high level of accuracy expected.

Essential Functions, Duties and Responsibilities

  • Processes payroll under the direction of the Senior Payroll Specialist for all employee earnings based on submitted hours balanced by departments and processes the bi-weekly payroll interface to the general ledger. Ensures that payroll conforms to City policies and procedures as well as all State and Federal laws and regulations.
  • Verifies and approves employee direct deposit and tax changes made in ADP self-service portal.
  • Works with Human Resources to set up new employees in ADP.
  • Processes final payments to terminated employees.
  • Assists managers and employees with payroll questions.
  • Provides training and support to department managers on using eTime and approving timesheets.
  • Processes payroll benefit payments to outside agencies such as KPERS. Ensures everything is accurate and completed in a timely manner.
  • Processes monthly pension payroll for the City’s defined benefit pension plan. Ensures payroll process conforms to City policies and procedures as well as all State and Federal laws and regulations.
  • Posts all payment transactions to the City’s financial system. Prepares journal entries and reconciles account balances with appropriate records.
  • At year-end reconciles W-2’s and 1099R’s. Processes any necessary year-end reports.
  • Assists in the preparation of audit schedules and annual ACFR.

Qualifications

Minimum: Bachelor’s degree in accounting or finance with a minimum of two years of payroll experience; or any combination of education and experience that provides the requisite knowledge, skills and abilities to perform the essential functions of the position.

Desired: Bachelor’s degree in accounting or finance with previous governmental accounting experience with a growth mindset. Previous payroll processing experience using ADP.

Compensation and Benefits

Hiring range is from $26.76 to $31.02 dependent on qualifications and directly related experience. The City of Lenexa offers a comprehensive benefits package including:
