Job Purpose/Summary

Reports to the Chief Financial & Operations Officer. The Director of Programs, Data and Learning for the state office supports state-wide programmatic quality standards for curriculum, data and training. The Director is responsible for providing the leadership, management and training necessary to ensure that site coordinators, program managers, program directors, and other staff understand the depth, breadth and approaches of CIS programs and learning initiatives. This position is also responsible for supporting the roll out of state-wide initiatives (DEI, Development Relationships, Social-Emotional Learning, etc.) by working collaboratively with other leadership staff to create training and provide necessary documents for staff. Lastly, the Director will assist with statewide grants and partner/district relationships.

Core Functions:

  • Standardization of programming, data collection and interventions to ensure programmatic fidelity.
  • Oversee special initiative programming
  • Oversee State Data team to support standardization efforts to ensure data quality and fidelity.
  • Oversee, collaborate and support data and evaluation efforts with an eye towards increasing student outcomes.
  • Align and develop training standards for programing across the affiliates (initial and ongoing training) – including data training, programming training and trainings specified for affiliate needs.
  • Develop and implement systems to support CIS National annual review and accreditation compliance as a member of the Accreditation tactical team.
  • Lead internal project team for Diversity, Equity, Belonging and Inclusion strategic programming in conjunction with CEO, HR and affiliate teams. Ensuring the integration of Diversity, Equity and Inclusion into programming and training.

Duties and Responsibilities

Program Development, Support and Training

  • Oversee the alignment of Integrated Student Supports and special initiative programming with statewide educational competencies and standards.
  • Design, coordinate and/or support the facilitation of programmatic trainings as a result of standards and help build efficiencies in onboarding new staff while also, in partnership with Human Resources, creating professional development opportunities for the organization.
  • Enhance programs portfolio and provide state standardization across affiliates. Support affiliate program staff in identification and implementation of best practices programming.
  • Identify, document and implement plans for providing Tier I, II, and III support with fidelity in all affiliates and across varied school levels and environments.
  • Ensure trainings provided allow for Tier I, II, and III supports to be implemented according to the school support plans and with national standards
  • Including developing policy and procedures and necessary trainings for program teams.
  • Lead staff in continued development of Integrated Student Support Tool Kit training tool for Site Coordinators.
  • Develop and implement state-wide training standards and portfolio for Integrated Student Supports, aligning curriculum with state and district standards to enhance Site Coordinator capacity and program outcomes.
  • Develop cohorts of staff to help lead the implementation of learning initiatives.
  • Work with Program Directors, Managers and other leaders on personal and staff professional development and training plans
  • Assist with grant compliance by leading teams for statewide grants/ initiatives, as needed.
  • Oversee the functions of new programmatic special initiatives
  • Oversee the state functions to create and document the Academy program statewide, as well as the implementation of refined curriculum. Develop standards for the program that account for differing needs across the state.
  • Support the development, implementation and documentation of new programs and special initiatives.
  • Work to standardize training across the state, developing statewide training portfolio that increases Site Coordinator capacity and programmatic outcomes.
  • Provide training and professional development opportunities that support existing and emerging programmatic needs.
  • Develop programming and trainings through a Diversity, Equity and Inclusion lens with a focus on cultural competency and increasing educational equity.
  • Ensures SCs and Program Directors have the appropriate tools to implement new initiatives with students

Data Leadership and Support

  • Lead State data team in setting data standards across the organization.
  • Oversee and support the data and evaluation efforts with an eye towards increasing student outcomes.
  • Support the provision of ongoing CISDM and data management assistance for Affiliates.
  • Support and guide data teams in creating and implementing data trainings for all levels of staff.
  • Collaborate to find innovative ways to utilize data to enhance programs results and inform stakeholder audiences of progress.
  • Oversee the development and implementation of a Data Culture Improvement Plan
  • Oversee and support the efforts to review program effectiveness by analyzing data and student progress and create action plans for improvement.
  • Works closely with the Grants Team and Data Strategist to help develop evaluation measures and models and assists in the implementation of new programs and grants these as requested.
  • Lead the Data Strategist in efforts to define the vision and strategy for a data culture. Including the creation of statewide data standards and training protocols.
  • Oversee the alignment of data standards with local district and state level standards for student success to support increased student outcomes.
  • Support Data Strategist in the creation of engaging and interactive data training materials designed to meet various adult learning styles

Evaluation and Impact

  • Develop, implement and oversee statewide programmatic partnership program. Setting the standards for model required relationships and helping to maintain relationships with regional partners and districts to ensure consistency and point of contact. Help to build and foster new relationships with partners.
  • Develop and implement evaluation metrics for existing and new programs, along with programmatic partnerships.
  • Work with all affiliates to implement required assessment tools for special initiatives programming.
  • Provide training, guidance and monitoring on assessment delivery.
  • Work closely with Data Strategist and CIS National to create impact reporting.
  • Works closely with the Grants department to develop other evaluation measures and models and assists in the implementation of these as requested.
  • Works with Grants and Affiliate Executive Directors to understand their evaluation needs and make recommendations.
  • Work with Human Resources to align staff evaluations with programmatic outcomes and metrics.

Programmatic Partnerships and National Office Support

  • Oversee the creation of policies and procedures for Programmatic partnerships, standardize forms, records, data collection, etc.
  • Oversee the development and provision of trainings to affiliates to support the implementation of policies and procedures for programmatic partnerships.
  • Liaises with CIS National on organizational wide learning initiatives (Learning Practice, DEI Steering Team, Organizational Health Work Group, and National Alumni Committee)
  • Communicate programmatic requirement changes from the National Office.
  • Work closely with Chief Administrative Officer on accreditation procedures.

Diversity, Equity, Belonging and Inclusion Team Lead

  • Oversee consultant in leading Cohort of staff team members comprising the internal change team.
  • Develop and integrate DEBI training into the scope and sequence of CIS Nevada’s statewide HR and programmatic training plans
  • Develop, implement and monitor strategic phases of work to move the organization forward on the DEBI continuum. Manage and assist internal and affiliate teams with DEBI related activities as needed.

Qualifications and Competencies

Qualifications include:

  • Bachelor’s degree from an accredited college or university, or certification in a specialty area, or equivalent. Or a combination of education and relevant experience combined.
  • Minimum of 5 years of supervisory/management experience preferred.
  • Minimum of 5 experience in social service programs preferred.
  • 3-5 years of program development experience preferred.
  • Experience working in education programs or school settings.
  • Understanding of K-12 public education landscape
  • Experience working with children and adolescents and knowledge of trends and standards affecting the CIS of Nevada program.
  • Experience utilizing data to inform decision making.
  • A high level of computer literacy is required including familiarity with the Microsoft Office Suite, particularly Word and Excel.
  • Project management skills
  • Understanding of grants and grant programming a plus.
  • Experience working on Diversity, Equity and Inclusion initiatives a plus.

  • Ability to manage multiple projects, meet deadlines, and be detail oriented.
  • Knowledge of effective training, coaching and adult learning practices.
