Within our Diversion Services is the Legal Intervention and Network of Care, better known as our LINC team. The Legal Intervention and Network of Care (LINC) Program is a prosecutorial diversion program that provides behavioral health treatment in lieu of prosecution for individuals with mental health and substance use conditions, who have been booked into jail for misdemeanors and low-level felonies and have a history of legal competency being raised. LINC serves adults with behavioral health conditions who have been referred by prosecutors who are willing to dismiss or not file charges if individuals agree to work with LINC. The program is short-term and is designed to connect individuals to long term mental health and/or substance use treatment and social services resources.

 

Our Diversion Services here at CHMHA has a fantastic opening for a Mental Health Court Clinician.


The Mental Health Court Clinician works as part of a team and closely with the King County District Court to serve individuals with co-occurring mental health and substance use disorders who have court involvement and/or have been incarcerated. This position is responsible for working with individuals referred to court when legal competency has been raised and due to a history with the court, the attorneys do not believe the individual will be found legally competent.


Essential Job Duties:

  • Identify needs and link clients with community resources, including behavioral health treatment in the criminal justice system and reducing inpatient hospital days
  • Work to reconnect and ensure linkage back to services where client is already enrolled
  • Provide community-based outreach and engagement-focused case management to ensure linkage and relationship with ongoing providers is secure
  • Coordinate with King County Crisis and Commitment Services, King County Prosecutors, Public Defense staff, community-based providers, jail Health Services Psychiatric and Social Services staff, and other court, housing and community partners, as needed
  • Provide mental health support to the King County District Court Criminal Justice Team for linkage to mental health and other services
  • Perform a needs assessment for the purpose of identifying resources needed that can be addressed through available community resources to support mental health recovery and reduce jail and hospital days
  • Provide direct linkage between the court system and identified treatment services for individuals served
  • Collaborate with care team to ensure all clients access needed treatment, support, case management, and appointments, including transportation to external providers
  • Ensure all interactions represent the five principles of trauma-informed care, including safety, choice, trustworthiness, collaboration, and empowerment
  • Complete daily documentation in electronic medical record on client interactions for billable and non-billable activity and other required documentation, ensuring an interaction and subsequent documentation are completed for all assigned caseload at least twice monthly
  • Meet identified key performance indicators and metrics for the position as identified for the program, division, and agency
  • Practice good financial stewardship of agency and contract resources, including how much time is being spent, supplies are used, property is being maintained, etc.
  • Monitor spending of Petty Cash and other agency money to ensure accountability and appropriate use
  • Participate in discharge planning and written summaries of treatment as needed for client referral and releases of information
  • Provide immediate crisis intervention and resolution as needed
  • Always maintain client and staff confidentiality


The Competency Boundary Spanner works with care team to ensure high standards of care are provided within the program, including but not limited to:


  • Providing appropriate levels of treatment, skills training, and assistance are provided to clients in managing mental health symptoms and developing skills and insight to manage symptoms
  • Partnering as a team to deliver current programming and fill vacant position duties
  • Working collaboratively with larger outpatient team of providers to support client in actively working towards treatment goals
  • Coordinating care, such as scheduling, attending, and/or arranging transportation for appointments and other case management needs
  • Maintaining and documenting in client charts and program trackers following agency, county, state, and federal guidelines.
  • Performing other duties as assigned


Basic Qualifications

  • Masters degree in social science or other related field with 2+ years of relevant experience serving adults with severe and persistent mental illness
  • Demonstrated knowledge and experience working with community mental health and individuals with severe and persistent mental illness who come into contact with local criminal justice system is essential
  • Obtain and maintain Agency Affiliated Counselor – Licensed credential with Washington Department of Health, if not otherwise licensed, within 60 days of hire
  • Successfully pass criminal background check before hire date
  • Obtain/maintain valid First Aid/CPR card or certificate within 30 days of hire
  • Hold a valid license for 1 year with clean driving record to use agency vehicles
  • Have legible handwriting and ability to do simple mathematics
  • Able to navigate and comprehend charts in electronic medical record
  • Able to work independently and within a team
  • Able to communicate information and ideas so others will understand
  • Able to exchange accurate information in these situations.
  • Able to perform duties outlined above within reasonable accommodation


Preferred Qualifications

  • Direct experience working with individuals with severe and persistent mental illness, individuals with chronic substance use issues, and individuals involved in the criminal justice system is preferred; at least six months’ experience working with courts and defendants is recommended
  • Substance Use Disorder Professional (SUDP) with Washington Department of Health
