PATH is seeking candidates passionate about helping others make a positive change in their lives to join our Compliance and Quality Improvement team as the Program Compliance Specialist at the Yale Office.

ABOUT PATH
Since its foundation in 1984, PATH (People Assisting The Homeless) has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing.

ABOUT THE JOB
As part of the Compliance and Quality Improvement, the Program Compliance Specialist provides QAC support to a portfolio of programs within PATH. This includes providing support for Program Implementation, Internal Auditing and External Audit Coordination, Reporting, Performance Evaluation and Document Management and working in close collaboration with program leadership to ensure accurate monitoring or the program and data collection. Additionally, The QAC Specialist assist with the development of practice guides and standards, perform program evaluation, and provide technical assistance to program leadership in respect to contract and compliance and outcomes.

Position Responsibilities:

  • Support the ramp-up and implementation of new programs, inclusive of behavioral and mental health focused programs.
  • Draft and distribute contract summary sheets for all new contracts.
  • Ensure existing documents are shared or otherwise created for program use.
  • Train staff when needed on new processes and systems.
  • Support program directors with project management activities to ensure implementation tasks are completed.
  • Maintain expert knowledge of new and existing contracts and provide guidance to program staff to ensure contract compliance.
  • Facilitate and coordinate internal and external QA audits of PATH programs.
  • Collaborate with program leadership to develop external audit responses and corrective action plans.
  • Conduct assessments, site visits, and desk monitoring reviews of internal programs to verify accuracy of records documenting outcomes, compliance with standards, laws, and regulations, and implementation of policies and procedures.
  • Compile monitoring findings and finalize and communicate results and recommendations for improvements to systems, procedures, and quality care.
  • Complete internal audits for PATH programs to ensure services are being rendered in accordance with agency and contract standards.
  • Provide guidance to program leadership and staff on best practices related to quality care and clinical documentation.
  • Develop internal monitoring reports.
  • Assist in the assessment of PATH programs and subrecipients to ensure risk of liability for PATH is mitigated.
  • Assist in the identification of any contractual risks to PATH and work with the team to mitigate any risk or liabilities.
  • Monitor and analyze data on programmatic goals and outcomes. Collect and summarize program outcomes goal achievement.
  • Report on program evaluation elements by collecting information and reporting to department leadership.
  • Conduct program evaluations by utilizing qualitative and quantitative data analysis.
  • Produce quarterly performance reports for all program departments.
  • Assist with the development and implementation of data collection instruments for surveys and focus groups.
  • Support program staff in interpreting and using analysis for program improvement.
  • Manage a system of collecting, revising, and implementing policies and standard operating procedures for programs.
  • Provide support to program leaders when drafting program manuals and/or handbooks and clinical guidelines.
  • Provide training as necessary on universal program policies or procedures, including clinical documentation.
  • Maintain up-to-date policies, procedures, forms, and templates concerning the functional areas stated above.
  • Assist with the creation of universal program forms, templates, and miscellaneous documents.
  • Represent PATH at meetings, workshops and conferences in the community as requested.
  • Assist the organization and administrative departments as requested.

PREFERRED QUALIFICATIONS

  • Bachelors Degree in a related field.
  • Three (3) years of experience in a related job function or industry experience in quality assurance, compliance, or program development

MINIMUM QUALIFICATIONS

  • One (1) year of experience in a related job function or industry experience in quality assurance, compliance, or program development

MANDATORY REQUIREMENTS
Regardless of qualifications, candidates must:

  • Have employment eligibility verification
  • Have or be able and willing to obtain CPR/First Aid training
  • Successfully complete the following as a condition of hire:
    • Tuberculosis Test
    • Background Screening
    • Drug Test

DRIVING
Driving is an essential function of this position. To meet the employment requirements for this role, all candidates must:

  • Have reliable transportation
  • A valid driver's license
  • Proof of insurance and ownership for personal vehicles used during work duties
  • The ability to qualify for PATH's insurance coverage
