Job Summary

Wayne County Department of Health, Human, and Veteran Services (WCHHVS) seeks a highly motivated, mission driven, and experienced candidate for the position of Substance Use and Harm Reduction Coordinator. Under the direction of the Community Behavioral Health Administrator, this position directly supports the efforts of the unit aimed at addressing mental health and substance use health inequities. This role will a focus on supporting implementation and management of initiatives and community investments in the areas of harm reduction, treatment, recovery, and prevention. This role requires a proactive, organized collaborator who can effectively coordinate with diverse, multisector stakeholders working to reduce overdose deaths and inequities in the community.

Major Duties

  • Required Tasks
    • Develop, coordinate, and manage programs and initiatives for substance use prevention, treatment, harm reduction and recovery, ensuring alignment with public health goals and community needs.
    • Forge partnerships with community organizations, healthcare providers, first responders, criminal justice system, and other stakeholders to coordinate a comprehensive response and promote awareness, education, and access to overdose and harm reduction services.
    • Conduct trainings, workshops, and outreach activities with community organizations, healthcare professionals, at-risk populations, and other stakeholders.
    • Administer county-wide initiatives including naloxone and harm reduction resource access and distribution, and access to recovery and treatment support, ensuring widespread availability in high need communities.
    • Collect, analyze, and report on substance use and overdose surveillance data and trends, program effectiveness, and community needs to identify high-risk areas, populations, and substances and to guide interventions.
    • Ensure compliance with program regulations. Track and submit program reporting requirements.
    • Monitor local substance use and overdose trends and manage public health response to spikes and emerging trends.
    • Maintain specialized knowledge and best practices for substance use, harm reduction, overdose prevention, treatment, surveillance, and response.
    • Supervise and train staff working to implement various substance use and overdose prevention initiatives.
    • Engage in communications planning around initiatives and effective public health messaging.
    • Assist with preparing and managing program budgets, ensuring efficient allocation of resources and alignment with Wayne County budgetary and purchasing policies and procedures.
    • Coordinate procurement and contract development, processing, and approvals, including request for proposals. Prepare documents for Commission review and approval.
    • Manage requests for proposals, community investments and partners including reviewing reports and monitoring progress against workplans and budgets.
    • Promote a compassionate, stigma-free and health equity centered framework to efforts.
    • Represent WCHHVS on advisory boards, work groups, taskforce, and consortia for related initiatives.
    • Promote team and organizational learning and collaboration.
    • Perform other duties as assigned.

Job Qualifications

  • Educational Requirements
    • Bachelor's degree from an accredited institution in the field of public health, social work, health, administration, or related field.
    • Preferred Qualifications:
    • Master's degree from an accredited institution in Public Health, Social Work, Health, or related field
  • Experience Requirements
    • Three (3) years of experience in health-related program management, with at least one (1) year in substance use programming.
    • Proficiency in substance use disorders, harm reduction principles, public health strategies, and familiarity with relevant policies and regulations.
    • Excellent verbal and written communication skills.
    • Must complete FEMA training courses IS-100, IS-200, IS-700, and IS-800 within 30 days of hire or provide proof of prior completion.
    • Must have a valid Michigan driver's license in good standing.
    • Preferred Qualifications:
    • Prior supervisory and/or management experience.
    • Prior experience providing direct substance use or harm reduction services.
    • Additional certifications or trainings in substance use counseling or harm reduction.
    • Prior experience with community level and program data analysis and reporting.
