Salary Range:  $65,000 to $80,000 DOE

Period of Performance:  One calendar year; may be renewed for 4 additional calendar years

Project Solutions Inc. is seeking an experienced Construction Quality Assurance Representative for an exciting opportunity at the Navy Exchange Service Command (NEXCOM) headquarters.  We are always looking for hard working professionals to join our diverse workforce and gain experience on a large variety of projects. 

This role is contingent upon award.

Project/Position Overview:

NEXCOM’s missions include providing retail and hospitality operations for authorized patrons and guests.  That requires numerous facilities, infrastructure, and other supporting systems from which these missions operate. These facilities require renovation, expansion, replacement, and maintenance projects to remain functional, current, and in line with mission requirements.

Responsibilities and Duties:

  • Providing professional advice and/or technical representation to the construction contract’s Contracting Officer
  • Ensuring comprehensive project controls are integrated into the process to help manage time, cost, scope, quality, and safety issues
  • Participating in construction quality, safety, performance, or other related meetings to address ongoing and upcoming work
  • Participating in discussions and reviews of requests for proposals (RFPs), designs, or other related product prior to the commencement of construction to ensure alignment with best practices and applicable codes and/or unified facilities criteria (UFCs)
  • Providing on-site inspection and monitoring of construction contractor performance, ensuring execution in the field adheres to project parameters and approved plans/specifications
  • Advising NEXCOM of any deviations/changes for approval or construction contract modification
  • Performing technical quality assurance checks of construction work
  • Reviewing contractor invoices for accuracy and recommending approval/rejection to NEXCOM project manager and/or contracting officer
  • Supporting development of technical write-ups and costs for construction efforts, including but not limited to construction project modifications or separate stand-alone projects
  • Utilizing NEXCOM’s electronic project management system to develop, route, and document files, reports, and other project related documentation 
  • Appearance shall be neat, fit, well-groomed and present a professional image.
  • Travel will not exceed more than 10% of the total value of the task order unless modified by separate action.

Education, Knowledge and Skills:

  • High School Diploma required, an Associate or Bachelor's degree in engineering or architecture is preferred.
  • 7+ years of experience performing construction performance inspections/monitoring of both renovation and new construction projects to include ground up construction and multi-trade renovations of single and multi-story facility in the commercial and/or government sectors of industry.
  • Maintain a valid driver's license.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
  • A background check will be required with periodic background checks throughout the duration of the contract.
