JOB TITLE: SCHEDULER

LOCATION: BRAZORIA COUNTIES

EMPLOYMENT STATUS: FULL-TIME, NON-EXEMPT, BENEFITS-ELIGIBLE

SUMMARY

The scheduler is responsible for scheduling passenger trips, preparing driver manifests, answering phones, assisting the dispatchers, assisting the transportation manager and GCTD directors in completing their designated duties related to transportation scheduling, assisting operators in completing administrative responsibilities, and providing relief driving assistance when needed if qualified to operate a passenger vehicle. The scheduler provides general administrative services and is also responsible for technical, clerical, and administrative duties in assigned areas related to the position.

ESSENTIAL JOB DUTIES, ABILITIES, TRAITS

  • Ability to direct employees, schedule routes, liaison with other staff, supervisors, and the public
  • Adherence to all GCTD policies and procedures
  • Adjust service requirements according to demand
  • Aid with audits
  • Assist dispatch manager, lead bus operator, managers, or directors with office responsibilities as requested
  • Attend all mandatory program or staff meetings and complete training as required
  • Coordinate with reservations to ensure necessary reporting documentation for funding sources is accurately reflected in caller files
  • Coordinate with the dispatcher for the acquisition and management of the transportation fleet
  • Ensure all functions are carried out according to policies and procedures
  • Evaluate the performance of specific routes and personnel and provide summaries and recommendations to supervisory staff
  • Facilitate, oversee, and assist in the provision of transportation services in the event of staffing shortages, vehicle or equipment failures or shortages, or other emergencies such as weather conditions, freeze, hurricanes, tornados, floods, vehicle accidents, road, bridge, ferry or highway closures, terrorist threats, hazardous material emergencies, and ordered evacuations
  • Investigate GCTD transportation software coding, routing, and actual running times after service has been delivered
  • Maintain documentation according to GCTD policies and procedures
  • Maintain vehicle files and perform routine file maintenance as needed
  • Monitor adequacy of routing and running time allocations and recommend adjustments to the GCTD software scheduling parameters when necessary
  • Monitor group and contract passenger scheduling to ensure contract compliance
  • Monitor passenger bookings at regular intervals in advance of service day
  • Notification of late arrivals and or cancellation of service, clerical work answering telephones, directing calls, and or transit scheduling
  • Notify dispatch of delays more than 10 minutes in schedule and when needed
  • Notify dispatch of potential problems with next day service
  • Notify the dispatch manager, dispatcher, transportation manager, lead bus operator, or the director of operations immediately of problems concerning the safe and efficient operation of the vehicle, including any necessary repairs or maintenance concerns
  • Notify the dispatch manager, fleet manager, and the director of assets and operations of staffing shortages, scheduling trends or issues, and fleet issues
  • Notify the dispatch manager, lead operator, manager, or office manager of any problems or complaints by the end of the business day before clocking out
  • Prepare and submit reports as required
  • Produce the daily operator’s manifest
  • Provide recommendations to the transportation manager regarding vehicle service problems, service requirements, and or acquisition needs with an emphasis on the best utilization of the vehicle fleet based on passenger needs and or service efficiencies and effectiveness
  • Respond immediately to GCTD directors, EMS, or law enforcement personnel
  • Review transportation trends recommend service adjustments as required
  • Schedule passengers on vehicles and routes according to scheduling policies and procedures using GCTD software
  • Train new and existing personnel on existing policies and procedures related to scheduling activities
  • Will be responsible and accountable for the adherence to and promotion of the GCTD policies and procedures and will require communication with various departments and co-workers to foster, develop and continue our community partnerships as it relates to the position

SUPERVISION

  • Receives direct supervision from the dispatch and community outreach manager

REQUIRED EDUCATION

  • High School Diploma, GED, or extensive experience in lieu of education will be evaluated as it relates to the position. Any education or experience above the required education and job duties of the position are preferred and will be evaluated as it relates to experience

PREFERRED EDUCATION & EXPERIENCE

  • Any education or experience above the required education and job duties of the position are preferred and will be evaluated as it relates to experience
  • Bi-lingual in Spanish to include speaking, reading, writing, and comprehension

REQUIRED LICENSURE & CERTIFICATIONS

  • Active and current DOT medical card where applicable and required
  • At minimum active and valid vehicle liability insurance
  • No more than 3 moving or safety violations within the past 3 years
  • Requires an active and valid Texas driver’s license

WORKING CONDITIONS

  • May require travel to various locations within Brazoria and Galveston Counties
  • Work hours will be assigned based on GCTD business needs and may include varied work hours, weekends, holidays, irregular hours, mornings, evenings, split shifts, and overtime
  • Out of region travel may be required to attend training
  • Work will be performed in the office, field, and or remote settings

SPECIAL PROJECTS

  • Assist lead bus operators, managers, dispatchers, or directors when requested to complete special projects and complete all assignments within a negotiated time frame
