Position:

J29 is looking to bring on the first internal position dedicated to Proposal Operations. This will assume full responsibility and ownership of J29’s proposal operations related to RFPs, RFQs, RFIs, SSNs, IDIQs, GWACs, and any related writing efforts to market, win, and support business operations. This candidate should be comfortable serving as a team of one, leveraging internal resources as needed.
Role & Responsibilities:
  • Responsible for being the single point of management for J29’s proposal efforts, including but not limited to;
    • Ensuring that solutioning is finalized and moving in the proper direction, and leading pre-release writing samples prior to RFP release as needed.
    • Reviewing proposal requirements released from a client, and mapping J29’s proposal matrix and compliance items out to ensure completion.
    • Building and managing J29’s proposal schedule and timelines to meeting various milestones in the proposal operation
    • Determining which milestones are applicable for each proposal based on magnitude, collaborating with senior leadership as needed
    • Assigning and gathering writing samples from internal or partner staff, with candidate also understanding that there will be writing that they are doing
    • Proof-reading and meshing writing samples together to meet ‘one-voice’ on our proposal efforts
    • Leading proposal calls, slide deck creation, and ‘single source of truth’ proposal documents
    • Getting all proposal volumes completed, signed-off on, and across the finish line no less than 12 hours before the deadline.
  • Outside of proposal efforts, candidate will collaborate and write with senior leadership and applicable Subject Matter Experts (SMEs) on creating marketing materials such as white pagers, case studies, and capabilities overviews.
  • Manage all subcontract proposal efforts where J29 will not be serving as the prime contractor, including collaborating with external J29 partners that are requesting proposal related items from J29.
  • Determine and utilize internal existing technology as appropriate through the Microsoft O365 environment, or identify external tools that could assist in creating high delivery of proposal efforts
  • Manage and lead all modifications or initial bid efforts for J29’s Government Wide Acquisition Vehicles (GWACs), such as General Services Administrations’ Multiple Award Schedule (GSA MAS)
  • Develop and manage J29’s market research responses and presentation creations in response to Request for Information (RFI) documents or Sources Sough Notices (SSN)
  • Create and develop templates related to partner data calls, proposal templates, management templates, color team documents, RFI or RFP skeletons, etc.
  • Engage on capture efforts related to opportunity and market intelligence for opportunities as assigned by senior leadership at J29
    • This role may be responsible for assuming tasks related to opportunity capture and solutioning
  • Work with executive leadership to maintain and continue to fine tune an established capture and proposal strategy that includes areas of focus and development for J29.
  • Maintain delivery and comfort with managing multiple projects at once across response efforts to RFPs, IDIQs, RFIs, SSNs, etc.
  • Continue to prioritize how to enhance and enrich the corporate brand through marketing to position the organization favorably with prospective staff, partners, and customers.
  • Adhere to all corporate policies and processes, including timelines and milestones.
  • Utilize highly persuasive communication skills for online facilitation, public speaking, and presentations.
