Summit Technologies, Inc. has an opening for a Program Manager. You will be responsible for supporting the daily operations and overall program management functions for municipal projects in the Los Angeles area. These programs provide transportation, parking violation processing and collections services, expanded related services and technology solutions. This is a hybrid position based in Los Angeles, CA. This position involves occasional travel (outside of normal duties requiring local commute) up to 5%. Travel may involve tradeshows and corporate events.

Duties and Responsibilities:

  • Responsible for assigned municipal projects from inception through delivery and maintenance, interfacing with customer stakeholders, the program management team, and technical resources.
  • Plan, manage and control the day-to-day activities of a team, including subcontractors, and are responsible for the Profit and Loss of the contract.
  • also interacts with internal management, the data center and IT teams, and finance and accounting groups.
  • Prepare and manage project implementation plans/schedules, project budget, and profit and loss; ensures program operates within budget and in accordance with contract requirements.
  • Interact with key stakeholders of the municipal client daily via phone and in-person meetings.
  • Serve as Point of Contact (PoC) for all aspects of the project and ongoing contract relationship; work with customers to troubleshoot system functionality issues.
  • Identify key performance indicators and build reports for customers.
  • Coordinate between customer and program management team to ensure successful implementation and ongoing operations; including but not limited to internal operations, service delivery, customer service, back-office operations, finance and accounting
  • Identify and execute opportunities to grow the client relationship/business while focusing on delivery of current contract products.
  • Identify areas of continuous improvement, opportunity for cost savings and performance efficiencies.
  • Provide leadership in implementation and management of new and existing operational processes.
  • Ensure that performance standards and customer needs are met.
  • Other related duties as assigned.

Required Skills and Experience:

  • 5+ years' experience in program management, preferably supporting municipal government clients
  • 3+ years' experience in implementing and managing large-scale complex projects, preferably with P&L responsibility
  • 2+ years' proven experience in leadership, motivation, team building and employee involvement
  • Advanced proficiency in MS Office Suite, MS Access and MS Project.
  • General understanding of reporting and presentation tools.
  • Ability to make operational decisions in a fast-paced, high-stress environment.
  • Ability to work independently and collaboratively with others.
  • Excellent interpersonal communication skills, with the ability to be flexible and assertive.
  • Ability to remain calm and exercise tact and diplomacy in researching and resolving customer complaints and in dealing with employees.
  • Strong organizational skills including the ability to plan, direct, organize, prioritize and control business operations, ability to multi-task effectively.
  • Adaptability to changing requirements dictated by industry and company environment.

Desired Qualifications:

  • Familiarity with Python programming language for purposes of interpreting reports submitted by the Data team.
  • Experience with Business Objects or other SAP applications.
  • Experience with ESRI mapping application.
  • Parking or transportation-related or government agency experience a plus.

Education:

  • BA/BS in Public Policy, Public Administration, or Business Administration; equivalent work experience may be considered.

Work Environment:

This position may require presence outside of normal working hours due to system outage(s), so monitoring of one's work phone is expected. Outside of emergencies, additional time may be required at the initiation of a new contract.
