Under administrative direction, plans, organizes, oversees, coordinates, and participates in performing the full range of professional, technical, and administrative support related to the activities of the Compton Community Health Professions Partnership (CCHPP) developing and strengthening pathway degree connections among regional educational institutions (Compton Unified School District, Compton College, Charles Drew University of Medicine and Science, California State University, Dominguez Hills) to provide essential resources and services to students in the CCHPP program; assumes responsibility for day-to-day operational management of all activities and functions of the pathway programs including developing, implementing, and evaluating program policies, procedures, and standards; determines program service levels and necessary enhancements; develops and monitors program budgets; provides technical advice to CCHPP partners and the public; and ensures compliance with the granting agency’s regulations and guidelines related to CCHPP.

This classification organizes and oversees all day-to-day administrative and operational activities of the CCHPP program(s). This position requires someone who is committed to student success and professional preparation through high touch advising, first year and transfer experience courses, collaborations with CCHPP partners, and field experience courses. The pathways programs incorporate directed mentorship and reflection on personal and professional goals in themed seminars and through coursework in various health career areas. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility to strengthen the collaborative infrastructure with resources for continuous improvements and participants’ progression through the CCHPP pipelines. Successful performance of the work requires an extensive professional background, as well as skill in coordinating primary assignment with that of outside agencies and the public. This class has overall responsibility for overseeing all aspects of the CCHPP programs.

Education: (Preferred)

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, education, public or business administration, or a related field, and three (3) years of increasingly responsible experience related to dual enrollment, student success, transfer programs and graduation initiatives.

Knowledge of:

  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation.
  • Principles and practices of budget development and contract administration.
  • Organization and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

  • Educational, cultural, age-specific, and social needs of the community.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, students, and CCHPP institutions’ staff, including individuals of various ages, various socio-economic and ethnic groups.

Ability to:

  • Develop, implement, and evaluate goals, objectives, policies, procedures, work standards, and internal controls for the assigned program areas.
  • Effectively administer a variety of programs and administrative activities related to the assigned program(s).
  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations related to the partnership.
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Analyze, interpret, summarize, and present technical information and data in an effective manner.
  • Conduct research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Effectively represent the CCHPP in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.
  • Establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Make accurate mathematical, financial, and statistical computations.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Responsibilities:

Performs a combination, but not necessarily all, of the following duties:

The program manager is expected to oversee the planning and implementation of the pathways programs in collaboration with the CCHPP site coordinators and with student success representatives across community educational institution partners. The manager will be well-engaged with CCHPP academic programs in order to stay current with needs and priorities of respective CCHPP sites.

  • Develops and directs the implementation of goals, objectives, policies, and procedures; interprets and complies with all applicable granting agency’s standards and regulations.
  • Performs day-to-day operations of the CCHPP program to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively; takes corrective action as necessary.
  • Develops and monitors the program’s budget; oversees financial well-being of the program by analyzing cost effectiveness and exercising cost controls.
  • Speaks to middle/high school assemblies, community organizations, college fairs, adult schools, and at special events regarding CCHPP programs and services offered.
  • Establishes and maintains relationships with the CCHPP partnering institutions to encourage participation, stimulate interest, and coordinate respective campus CCHPP projects and activities.
  • Implements scholarship, fellowship, internship, and apprenticeship programs
  • Coordinates high-touch, technology-assisted, and peer advising in collaboration with the counselors and the success centers at the sites.
  • Maintains partnership agreements with participating high schools, community colleges and other educational institutions.
  • Manages the CCHPP student database systems to monitor students’ progress through participating institutions.
  • Monitors and stays abreast of operational changes that affect the activities and work processes of the program; makes recommendations for and develops and carries out improvements to the program to meet program objectives.
  • Confers with and represents the partnership at meetings with campus departments and divisions; serves as the partnership representative with a variety of public, business, and community groups and organizations; fosters collaborative working relationships to the benefit of the program and the institutions.
  • Prioritizes and allocates available program resources; reviews and evaluates program delivery, makes recommendation for, and executes changes in operations to ensure maximum effective service provision.
  • Performs complex administrative duties requiring oversight, attention to detail, and analysis.
  • Develops systems and maintains records that provide for the proper evaluation, control, and documentation of assigned activities; prepares a variety of written correspondence, reports, procedures, directives and other materials.
