Job DescriptionJob Description

ASR International is seeking a Marine/Waterfront Safety Oversight/Manager (CSO) to join our team in supporting NAVFAC Pacific with construction safety oversight for a variety of construction projects at Joint Base Pearl Harbor-Hickam.

The CSO will be assigned to support individual construction projects. Projects assigned will vary in type, complexity, and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, and industrial facilities with projects ranging from $5M to $400M+.

Basic outline of Duties/Responsibilities include, but are not limited to the following Tasks/Services:

  • Monitor the construction contractor’s compliance with the current version of EM385-1-1.
  • Monitor the contractor’s compliance with local safety procedures/local government regulations that may be more stringent than EM385-1-1.
  • Perform safety inspections on various construction projects within the NAVFAC Pacific Area of Responsibility.
  • Remain current with knowledge of NAVFAC Safety Division policies and procedures regarding safety oversight and accident reporting, including the required timing and content for submission of accident and hazard reports.
  • Assist the Government with technical clarification of standards and drafting explanations of NAVFAC safety policy for construction contractors.
  • Prepare daily written reports of any safety issues or hazards that require attention on each project listed in each task order.
  • Prepare written reports of any project site visits requested by the ROICC for project auditing purposes or in response to complaints triggering investigation by the construction safety oversight individual.
  • Notify the proper Government Point of Contact (POC) of any safety or hazard incident within the time required by NAVFAC Pacific Safety policies and procedures.
  • Immediately stop any operation that poses imminent danger to life or a danger of serious disabling injury.
  • Notify the Government Designated Authority (GDA) and note the circumstances on the Contractor’s Production report (CPR) and the Construction Contract Non-Compliance Notice (CCCN) upon halting any construction operation.
  • Report all good catches, near misses, property damage and injuries to the respective contracting officer and designated representative after occurrence.
  • Submit a Contractor Significant Incident Report (CSIR) to the Government following any verbal notification to a construction contractor of an observed safety policy violation.
  • Conduct a thorough safety review prior to recommending the resumption of construction activity to the GDA following all serious injuries and accidents resulting in extensive property damage.
  • Prepare all submittals/deliverables using a PC computer using software compatible with existing NAVFAC software (MS PowerPoint, MS Word, MS Excel, etc.). Submittals and deliverables include project reviews and recommendations, PowerPoint briefings, and presentations.

Qualifications:

  • 5 years’ experience as the SSHO (Site Safety and Health Officer) on large (over $5M) projects - EXPERIENCE ON WATERFRONT MARINE/MARITIME PROJECTS (DRY DOCKS, PIERS, WATERFRONT PROJECTS, ETC.) IS REQUIRED. 
  • 30 hours of safety, health and environmental training along with 2 years of supervisory experience or 4 years of work experience related to the STS Field.
  • Proof of Safety certification such as a CSP, CHST, CSMC, STS accreditation by the National Commission for Certifying Agencies (NCCA) Board of Certified Safety Professionals (BCSP).
  • One year of specialized experience in performing the above outlined tasks for Design and Construction related projects for NAVFAC or US Army Corps of Engineers is desirable.
  • Knowledge of the latest U.S. Army Corps of Engineers’ safety publications (including EM385-1-1, OSHA safety requirements), as well as all other applicable national health and safety regulations, codes, and standards.
  • Demonstrated knowledge of construction practices and techniques, including proper applications of construction materials and methods of installation.
  • 30-hour OSHA Construction Health and Safety Training certification.
  • 40-hour Construction Safety Hazard Awareness Training.
  • Competent person status for the following areas of competency: Excavation, Scaffolding, Fall Protection, Hazardous Energy, Confined Space, and Health hazard recognition, evaluation and control of chemical, physical and biological agents.
  • Ability to analyze work processes and conditions, identify and eliminate/control safety and occupational health hazards pertaining to construction.
  • Experience as a manager at any level.
  • Experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to communicate in English effectively orally and in writing.
  • Ability to utilize a computer to conduct research and enter data as required for each site inspection.

Other Requirements:

  • Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).
  • Ability to obtain all required Security Clearances prior to commencement of work.
  • Capable of the physical exertion required to perform the necessary services such as long periods of standing, walking over rough, uneven or rocky surfaces, recurring bending, crouching, stooping and reaching, climbing upon ladders and other physical activity common to the performance of such duties and have sufficient vision to identify safety concerns.
