Position Title: Construction Management Representative

Location: This project will support the National Parks Service at three different locations- Ozark National Scenic Riverways, Wilson's Creek National Battlefield, and George Washington Carver National Historic Site. Travel is required for this role.

Period Of Performance:  Estimated September 2024 - November 2025. Exact dates of performance have yet to be determined.

Salary Range: $90,000 to $110,000 annually based on experience

Project Solutions Inc. is seeking an experienced Construction Management Representative for an exciting opportunity supporting the National Parks Service at three different locations. We are always looking for hard working professionals to join our diverse workforce and gain experience on a large variety of projects.

Project/Position Overview:

This Pavement Preservations Project is composed of 3 Parks in Missouri. Ozark National Scenic Riverway, George Washington Carver National Historic Site, and Wilsons Creek National Battlefield. This pavement preservation project will provide seal coat, mill & overlay and full depth replacement or reclamation along with other preventative maintenance on the majority of asphalt roads and parking lots located throughout each park. Pavement preservation will be conducted on main park roads, parking areas, secondary roads, and administrative roads. Project work will include, crack sealing, chip sealing, patching, joint and crack repair, mill & overlay.

This role is contingent upon award.

Responsibilities and Duties:

  • Provide technical assistance and support to CO during construction.
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
  • Document issues encountered and problems experienced with the construction contractor. 
  • Review contractor's baseline and progress schedules.
  • Draft project related correspondence for NPS to review and issuance 
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
  • Deliver reports, reviews, evaluations, design work, etc. to CO.
  • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.

Required Education, Knowledge and Skills:

  • Education leading to or equivalent to a Construction Management Degree or Engineering Degree.
  • Construction practices including minimum three years' experience in highway/roadway construction inspections.
  • Minimum of OSHA 30-hour construction safety training required.
  • Knowledge of and experience with construction practices directly related to linear roadway pavement preservation projects. Pavement preservation techniques including but not limited to chip seal, mill and overlay, full depth reclamation, full depth reconstruction, road repair/rehabilitation, and drainage work.
  • Knowledge of and experience with on-site field sampling with production paving, mix designs and testing procedures related to rolling pattern and nuclear density testing.
  • Knowledge in construction practices including applicable building codes, applicable safety regulations, cost breakdown estimating and negotiating, and technical writing.
  • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Ability to read and interpret plans, schedules, and other specifications.
  • The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including Microsoft Project, Word, Excel, and any other software for the project
  • Maintain a valid driver's license.
  • Qualified applicant must be able to pass a background check.
  • Ability to walk or climb on a daily basis to observe contract performance.  
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment
