Summary

Toeroek is seeking a person with 2 to 5 years of work experience who has a basic knowledge of historical mining sites, including mining terminology, types of mining claims, and research sources for historical mines. The researcher will work as part of a team to assist EPA and other government agencies with investigating various historical mining Superfund Sites throughout most of the American West. The researcher will work primarily under our Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Enforcement Support Contracts with EPA Regions 5, 6, 7, 8, 9, and 10, but may also work on other enforcement contracts, researching and compiling evidence to characterize contamination and identify potentially responsible parties (PRPs) at hazardous waste sites. Training on conducting PRP search investigations will be provided. Superior research, writing, and analytical skills are essential to this position.

Duties include:

  • Research the ownership and operations of historical mining sites and mining claims, sometimes going back to the 1800s
  • Assist in identifying sources of information about mining operations, including federal, state, and local agencies, public libraries, private archives, historical societies, and map and aerial photography archives
  • Work with archivists, librarians, and local county offices to obtain documents pertinent to PRP historical operations and waste disposal practices
  • Review information on PRP operations, including responses to EPA information requests, facility inspection reports, sampling and investigation reports, hazardous materials inventories and other documents collected, and identify relevant data for purposes of analyzing CERCLA liability
  • Draft evidence summary reports that present information about PRP mining operations, chemical usage, disposal practices, and soil and groundwater sampling data
  • Review laboratory sampling data results for purposes of extracting and summarizing relevant data from sampling and investigation reports
  • Review real property title documents and prepare title reports and tables showing the ownership history of the property
  • Conduct corporate research and identify corporate successors
  • Input data and manage databases
  • Translate information obtained from research into charts, graphs, maps, and infographics

Education/Experience

  • Bachelor of Science or Bachelor of Arts degree from an accredited university
  • Prefer 2 - 5 years of relevant work experience

Requirements

  • Excellent verbal and written communication skills
  • Detailed, critical, and thoughtful writing and analysis skills
  • Knowledge of or experience in mining or environmental information collection, analysis, interpretation, and report preparation
  • Knowledge of or experience in underground mining methods, systems, and operations
  • Ability to function as a member of a team and work in a fast-paced environment
  • Ability to handle multiple tasks at once and meet deadlines, and to adapt quickly and smoothly to changing project requirements
  • Proficient in Office 365 and Windows-based applications
  • Ability to use software to retrieve, evaluate, and organize information and documents

Bonus Skills/Certifications

  • Experience with ESRI suite of GIS software is a plus
  • Experience with railroads and/or researching abandoned railroads is a plus
  • Experience with historical chain of title research and real property basics is a plus

We offer a flexible working environment, with either a combined in-office and telework schedule or a fully remote telework schedule, depending on location. We request that candidates be available to occasionally travel to support regional operations and meet with both their Toeroek colleagues and EPA clients.

This position's target hiring rate range is non-exempt, $21.63 - 27.88 per hour, DOQ. This is a good faith and a reasonable estimate of the base compensation at the time of posting. Toeroek offers a competitive benefits package including medical, dental, vision, Life, LTD, STD, and 401K.
