OCO is seeking a Director for Crisis & Development Services to provide leadership and ensure the safe and efficient operations of direction of county-wide programs that provide prevention, crisis and skill building services. This position administers, coordinates and monitors the fiscal accountability and program quality of multiple and varied programs.

JOB DUTIES & RESPONSIBILITIES:

  • Provides leadership for long range and future development of a diverse group of programs providing Prevention, Crisis, Emergency, Care Management and Skill Development services.
  • Directs approximately 20 diverse programs including programs that provide services that operate on a 24/7 basis to approximately 3,000 consumers of all ages annually across the county.
  • Provides full direct supervision to the Coordination Team; has indirect responsibility for all staff in the assigned service area.
  • Develops systems to implement the goals and objectives of multiple diverse programs and is responsible for the outcome achievement for each program.
  • Develops, implements and maintains service area policies and procedures to meet requirements/regulations of funders and ensure efficient operations; ensures policies and procedures align with agency policy and mission.
  • Responsible for budgets and justifications for multiple funding streams for submission to OCO Finance Committee and varied funding sources; recommends complex appropriations based on program needs to ensure appropriate spending. Secures viable funding and oversees project implementation to ensure the continuation of services and meet the needs of the community while aligning with competitive funding priorities.
  • Oversees numerous funding applications, reports, needs assessments and compliance plans in support of multiple programs for a wide variety of populations; oversees the renewal of grants and seeks new funding options.
  • Oversees numerous funding, operational and licensing regulations that address populations experiencing adolescent pregnancy, homelessness, domestic violence, sexual assault, victimization, family disruption, unemployment and those at risk.
  • Administers and monitors numerous agreements and contracts to provide services or to procure funding needed by the agency.
  • Directs the timely billing of accounts payable for fee-for-service programs as well as grant-based funding
  • Leads activities that assist employees in embracing and managing change within the Agency, service area as well as change mandated by outside entities.
  • Acts as liaison and maintains effective relations with multiple local and state agencies/groups relating to service area; serves on a variety of local and state coalitions representing prevention, intervention and care management services. Acts as subject matter expert for assigned service area and provides technical assistance to the Corporate Team regarding numerous State and Federal Program and funding regulations.
  • Attends Federal, State and locally funded meetings and conferences as a representative of OCO in a technical and advisory capacity relating to planning and operations in assigned service area.
  • Develops and implements a public information program to improve awareness of the needs and strengths of populations served and OCO programs.
  • Carries out other responsibilities and special projects/efforts relating to service area as needed and assigned.

JOB REQUIREMENTS:

  • Must possess excellent organizational and communication skills.
  • Must have ability to plan and direct the work of others, including establishing and maintaining successful working relationships.
  • Must have an understanding of computerized information systems and good knowledge of accounting methods and procedures.
  • Must exhibit professionalism, good judgment, and flexibility.
  • Must have ability to work with others in a warm, professional manner and be a positive role model.
  • Must provide 24 hour on-call emergency back-up as required.
  • Must possess valid New York State Drivers License and have access to a reliable vehicle for travel. Must have acceptable physical and mental health to carry out the responsibilities of the position.

Full-time - 37.5 hours per week/52 Weeks per year

Monday through Friday - 8:30 am to 4:30 pm

Level 9 - Exempt
