Essential Job Duties and Responsibilities:

  • Directs and supervises property operations staff while maintaining performance as well as company rules and standards.
  • Oversees the development of property operations departmental budgets in collaboration with the respective department heads for review by the Budget and Finance Department, focusing on maximizing the maintenance budget utilization through needs assessments and budget availability; monitors monthly expenditures to compare actual spending against the budget to ensure prudent budgetary controls.
  • Assists in the preparation of the yearly operating and capital fund budgets.
  • Assist the Executive General Manager with overall property operational functions for Riverbay Corporation properties to include maintenance and upkeep of all buildings, environmental systems and grounds, apartment restorations, extermination services, and cooperator services. Partners with internal and external resources to maintain high levels of property performance and standards.
  • Ensures all buildings and grounds in the communities are maintained and managed in compliance with prescribed health and safety conditions. Ensures exterior and grounds are visually attractive and safe.
  • Trains and coaches management staff and develops performance standards with subordinates to reach, or exceed, standards on a continuous basis.
  • Meets regularly with department heads, building and townhouse associations to determine community needs, concerns, etc. and addresses any pertinent concerns in a timely manner.
  • Ensures the development and maintenance of consistent inspection schedules for the community buildings and grounds and assists with identifying improvement areas and aids in developing measurable plans of action for accomplishing the workload.
  • Trains and mentors staff to follow established corporate policies and procedures when dealing with shareholders and ensures policies and procedures comply with legal precedent and cases regarding shareholders and violations of the Occupancy Agreement terms and provisions.
  • Monitors availability of specialized contractor-provided services to decrease wait time and increase unit turnaround time while maintaining a vacancy preparation / control schedule that complies with the corporation established unit turnaround time.
  • Assist the extermination team with eliminating immediate pest infestation while developing strategies to prevent reinfestations, and ensures pesticides are used in a safe manner and are administered by licensed pest control professionals.
  • Promotes and maintains positive relationships with building and townhouse associations, as well as Federal, State and Local agencies as required for corporate review, approval, and submission.
  • Investigates and responds to concerns and complaints of board directors, shareholders, and staff.
  • Ensures compliance with existing Riverbay Corporation and State fiscal and personnel policies and procedures.
  • Prepares reports regarding the operations and activities of Riverbay Corporation for the Executive General Manager.
  • Assures the satisfaction of shareholders at-large in quality and responsiveness of services.
  • Develops, evaluates, and implements Department goals, objectives, policies, and procedures; assures Department’s activities are following all laws, policies, regulations, and goals.
  • Represents the Executive General Manager at various official functions or meetings where departmental or corporate policy, priorities, and other high-level matters are to be considered.
  • Manages operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
  • Performs other duties, as assigned.

Educational Requirements:

  • Bachelor’s Degree from an accredited College or University; or equivalent combination of education and experience. Master’s Degree, a plus. (The equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.)

Work Experience and Minimum Requirements:

  • 7+ years of experience in property operations management, and at least five years’ supervisory/management experience in affordable housing, and/or real estate redevelopment environment.
  • Strong stakeholder management skills with demonstrated ability to build and maintain positive relationships and negotiate with other parties.
  • Ability to anticipate and identify problems and effectively execute resolutions.

Testing:

  • Drug screening, as permitted by, and consistent with, applicable law.

Physical Requirements:

Persons performing service in this position classification may routinely exert up to 50 pounds of force to lift, carry, push, pull, or otherwise move objects. This type of work will involve regular walking or standing for extended periods of time. It may involve stooping or bending. Handling and working with various materials and objects are important aspects of this job.
